VOV.VN - Party General Secretary and State President To Lam has called for a new national development model centred on science, technology, innovation, digital transformation and data, describing them as the fundamental pillars of Vietnam’s next stage of development.
The direction was outlined in a conclusion issued by the Party Central Committee Office following the leader’s recent working session with relevant agencies on a draft project to reshape Vietnam's development model through science, technology, innovation and digital transformation.
According to the conclusion, the forthcoming resolution will be titled ‘Renewing Vietnam’s Development Model.’
The top Party and State leader said the resolution should establish a long-term development vision that strengthens Vietnam’s strategic autonomy, innovation capacity and resilience in an increasingly uncertain global environment.
He stressed that Vietnam must develop the capability to master knowledge and advanced technologies, nurture creative talent, safeguard national interests and continuously expand its development space.
The resolution, he said, should embody breakthrough thinking, national aspirations and a strong commitment to action, providing a strategic framework for Vietnam’s transition into a new era of development.
At the heart of the proposed development model is the recognition of science, technology, innovation, digital transformation and data as the country’s foundational infrastructure for future growth.
The top leader suggested the State play a leading role in investing in research infrastructure, national databases, high-performance computing facilities, key laboratories, standards and quality systems, intellectual property protection and technology talent development.
He also urged the creation of a more dynamic innovation ecosystem involving businesses, research institutes and universities, while introducing mechanisms for the State to share investment risks with enterprises through seed funding, co-investment schemes, long-term credit and tax incentives to accelerate the commercialisation of research and intellectual property.
Party General Secretary and State President To Lam emphasised the need to accelerate the application of artificial intelligence (AI) across manufacturing, agriculture, finance, healthcare, education, logistics, e-commerce, cybersecurity and public administration.
He also called for the rapid development of legal frameworks governing AI, including regulatory sandbox mechanisms for emerging technologies and stronger intellectual property protection.
In addition, he stressed the importance of completing a national data governance framework and accelerating the integration of databases covering population, land, health care, education, transportation, businesses, finance and environmental management.
According to the top leader, Vietnam’s industrial policy should be redesigned to prioritise sectors capable of generating high added value and strengthening the country’s position in global value chains.
Priority industries include semiconductors, artificial intelligence, digital technologies, data infrastructure, advanced materials, quantum technology, biotechnology, new energy, logistics, modern financial services, high-tech agriculture and cultural industries.
He also called for comprehensive financial reforms to mobilise long-term capital for infrastructure development, innovation, green transition, smart cities and technology enterprises.
Beyond digital transformation, the top leader said Vietnam must prepare for profound technological shifts driven by artificial general intelligence (AGI), autonomous robotics, synthetic biology, quantum computing and other disruptive technologies that could fundamentally reshape economies and labor markets.
He held that development policies should anticipate these changes and equip Vietnam to seize emerging opportunities while strengthening its long-term competitiveness.
Throughout the development process, people must remain at the centre, serving as both the ultimate objective and the driving force of national development, he said.
The Party and State leader added that all policies should aim to improve people’s quality of life, alongside fostering a digitally skilled workforce capable of lifelong learning, innovation and adapting to rapid technological change.
