Gov’t meets with firms seeking to invest in North–South high-speed railway

VOV.VN - Permanent Deputy Prime Minister Nguyen Hoa Bình and Deputy Prime Minister Tran Hong Ha held a working session on November 27 with representatives of several ministries and five firms expressing interest in the North–South high-speed railway project.

The participating companies were Vietnam 3000 Co., Ltd. (Vietnam Investment and Development Group); Discovery Group; Vietnam Railways Transport Joint Stock Company; THACO Group; Vinspeed High-Speed Railway Investment and Development Joint Stock Company.

The consultation meeting was held to directly hear the firm’s proposals and solutions and to assess their actual capacity, commitment, and seriousness. This step is considered essential to gather sufficient information before selecting the most feasible and effective investment model.

Opening the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh noted that the Politburo has issued its conclusions, and the National Assembly has passed a resolution to implement the North–South high-speed railway project. According to him, the project may follow one of three investment models, namely public investment, public–private partnership (PPP), or private investment. The top priority, he emphasised, is to choose the optimal model that brings the greatest benefit to the country.

A report from the Ministry of Construction indicates that although many firms submitted documents, a number of proposals lack clarity, detailed investment concepts, or demonstrate insufficient financial and operational capacity. Some firms even submitted incomplete profiles or missing contact information.

Deputy Prime Minister Bình stressed that the evaluation process must be fair, transparent, open, and completely aboveboard. He welcomed the goodwill of businesses eager to contribute to the country’s development in a new era.

“This meeting is conducted in a serious and constructive spirit,” he said. “The goal is for the Government and relevant ministries to listen to the ideas, intentions, proposed solutions, and commitments of the enterprises, to clarify issues of mutual concern, and ultimately make the right decision by placing the national interest first. Our shared aim is to build a high-speed railway that meets expectations and serves the people and society,” said the Deputy PM.

At the meeting, business representatives presented their ideas, investment plans, financial approaches, technologies, and preferred investment models.

The two Deputy Prime Ministers, along with ministry officials, directly responded to questions raised by investors. They discussed issues such as investment concepts, technology options, capacity for project execution, financial strength, capital mobilisation capability, anticipated risks, and risk management strategies.

Based on the existing documents and the information provided by the businesses, the Ministry of Construction is tasked with working closely with the Ministry of Finance, the State Bank of Vietnam, and other relevant agencies to urgently finalise a report proposing the investment method and accompanying mechanisms and policies. This report will be submitted to the Government for consideration and feedback.

The North–South high-speed railway project is considered a national flagship initiative, marked by an unprecedented scale of investment and technical requirements in Vietnam. The estimated total investment stands at US$67.34 billion, with construction alone accounting for roughly US$33.5 billion.

The 1,541-kilometre line will run from Ngoc Hoi Station in Hanoi to Thu Thiem Station in Ho Chi Minh City, traversing 20 provinces and municipalities.

The project will feature a newly built dual-gauge track (1,435 mm), designed for speeds of up to 350 km/h and axle loads of 22.5 tonnes. It will include 23 passenger stations and five cargo terminals, serving both passenger transport and freight needs when necessary, while also contributing to national defence and security.
