VOV.VN - Ho Chi Minh City has decided to establish a nearly 2,000ha free trade zone (FTZ) linked to the Cai Mep Ha Port area, aiming to create a new growth engine centred on international trade, logistics and advanced manufacturing, thereby strengthening Vietnam's position in global supply chains.
The decision, recently issued by the Ho Chi Minh City People's Committee, establishes the free trade zone in Tan Phuoc and Tan Hai wards, covering an area of 4,174.35 hectares.
The FTZ is organised into functional areas, including production zones, port and port-logistics areas, logistics centres, commercial and service zones, and other types of functional areas in accordance with law.
A defining feature of the project is its integrated development model based on the digital economy, green growth and circular economy principles, with modern logistics serving as the core platform linking manufacturing, trade and services.
The master plan includes dedicated zones for manufacturing, ports and port-related logistics, logistics centres, commercial and service activities, together with other functional areas permitted under Vietnamese law.
The FTZ will also strengthen connectivity among the Cai Mep–Thi Vai deep-water port complex, the future Can Gio International Transshipment Port, and Long Thanh International Airport, creating one of Vietnam's largest multimodal transport and logistics networks capable of enhancing the country's regional cargo transshipment capacity.
Beyond logistics, the zone is expected to develop into a hub for green manufacturing, attracting high-value industries that utilise advanced technologies and environmentally sustainable production methods.
Authorities also envision the FTZ as an innovation centre equipped with modern digital infrastructure capable of supporting research, technology development and smart industrial operations.
The project is expected to attract multinational corporations in logistics, international trade and maritime services while drawing high-quality talent and strengthening Vietnam's economic competitiveness.
The Ho Chi Minh City Free Trade Zone is divided into three development phases.
During 2026–2030, Ho Chi Minh City will focus on establishing the management framework, improving the efficiency of existing functional areas, expanding transport infrastructure, promoting science and technology applications, and carrying out land clearance to prepare for subsequent investment.
Between 2031 and 2035, all functional zones are expected to become fully operational while the city expands supporting infrastructure and implements investment incentives to attract domestic and international investors.
Beyond 2035, the free trade zone is expected to become the core of the Southeast Region Marine Economic Centre and develop into Vietnam's largest cargo transshipment hub with competitiveness at both regional and global levels.
VOV.VN - The National Assembly on December 11 approved a resolution on the development of a free trade zone in Ho Chi Minh City, introducing pilot mechanisms to attract investment and position the city as a regional economic hub.
