Overcoming administrative barriers to shape new FDI logistics corridor

VOV.VN - Vietnam is shifting its foreign direct investment strategy from quantitative metrics to high-value growth under Resolution No. 10, issued by the Politburo on June 8, 2026.

In the first half of the year, registered FDI reached US$34.65 billion, up 61% year-on-year, while disbursed capital rose 11.2% to US$13.03 billion.

Building on this momentum, the resolution sets a target of attracting US$200 billion to US$300 billion in registered capital for the 2026-2030 period.

Beyond capital volume, the strategy marks a fundamental transition: moving away from administrative boundary-driven investment toward cluster-based value chains, technology transfer, and localized production.

By 2030, the localization rate in key industries is expected to reach 45-50%, with the participation of up to 1,000 tier-1 domestic suppliers integrated into multinational supply chains.

This strategic shift carries profound implications for Vietnam's southern economic hub, where ports, industrial zones, and logistics centers must overcome fragmented local planning. Experts emphasize that managing freight flows matters more than local jurisdictions.

Long-haul export and import shipments should be progressively streamlined toward deep-water facilities such as Cai Mep - Thi Vai, while urban ports like Cat Lai focus on regional distribution and barge transport to reduce urban traffic congestion and logistics costs.

Furthermore, removing administrative barriers requires aligning local interests with regional efficiency. Establishing a robust regional coordination mechanism and sharing resources and benefits among localities, from industrial hubs generating cargo to ports handling shipments, are essential to creating a unified corridor that secures high-quality FDI firmly within the national economy.
