33rd Diplomatic Conference in Hanoi sets strategic course for new era

The event combined a primary venue at the International Convention Center with online links to provincial and municipal Party committees and Vietnamese diplomatic missions abroad.

Party General Secretary and State President To Lam delivered a keynote address at the opening session, gathering delegates from central agencies, provincial and municipal Party committees, and overseas diplomatic missions.

The 33rd Diplomatic Conference and the 22nd National External Affairs Conference run under the theme "Promoting the pioneering role and implementing the vital, regular tasks of Vietnam’s foreign affairs in the new era."

The diplomatic conference serves as an essential forum held periodically since 1957, allowing domestic and overseas foreign service officers to master Party guidelines, evaluate international developments and foreign work, and unify directions and tasks for the subsequent period.

Foreign Minister Le Hoai Trung stated in his opening remarks that the conference marks a critical national defence and security, and boosting foreign relations and international integration.

Notably, the Ministry of Foreign Affairs has merged with the Party Central Committee’s Commission for External Relations, absorbing certain former external relations functions and operating under the comprehensive leadership of the Communist Party.

Furthermore, the Politburo decided to establish the Central Steering Committee on Foreign Affairs and International Integration, headed by General Secretary and State President To Lam.

Foreign Minister Le Hoai Trung noted that under the conference theme, participants will evaluate regional and global situations alongside the outcomes of foreign affairs and international integration.

The conference entails two primary requirements: mastering and executing the foreign policy of the 14th Party Congress, specifically innovating mindset and execution methods to fulfill the mission entrusted by the Party, State, and people in the nation's new era.

The 33rd Diplomatic Conference features 18 sessions spanning nine days, with direct guidance from key leaders and participation from ministries, sectors, localities, heads of representative missions, and diplomatic personnel.

Sessions will discuss global and regional dynamics in coming years, including major-power and neighboring relations, territorial borders, building a comprehensive foreign policy strategy at a new height, diplomacy serving development, science, technology, innovation, business support, Party building, and sector building.

The conference will focus on core tasks and introduce new contents, including sessions on Party external relations, people-to-people diplomacy, National Assembly external relations, and for the first time, a meeting among the Ministries of National Defense, Public Security, and Foreign Affairs.

Delegates will also focus on enhancing the quality and efficiency of representative missions, and the conference expects to adopt a resolution and action plan.

According to the guiding opinions of General Secretary and State President To Lam on implementing the 14th Party Congress Resolution, demanding deep understanding, correct execution, and thorough completion, the conference will study and discuss three cognitive issues: First, understanding correctly the country's development guidelines and tasks, particularly the two centenary development goals and policies approved by the 14th Party Congress, the Party Central Committee, the Politburo, the Secretariat, the Government, and the National Assembly, alongside the directives of General Secretary and State President To Lam regarding the new development model, foreign affairs, international integration, and other critical areas.

Second, recognizing that the tasks of foreign affairs and international integration are crucial and ongoing.

Third, grasping and thoroughly internalizing the major guiding principles and viewpoints of the Party, State, and General Secretary and State President regarding foreign affairs and international integration in the new period.

Representatives from ministries and sectors delivered presentations during the opening session concerning the implementation of the foreign policy outlined by the 14th Party Congress.
