Laos desires to strengthen special ties with Vietnam

Lao Deputy Prime Minister and Minister of Justice Khamphan Phommathat was speaking during a reception given by Party General Secretary and State President To Lam, in Hanoi on June 16.

The Lao official briefed his host on the implementation of judicial reforms in Laos, progress in carrying out the Resolution of the 12th National Congress of the Lao People's Revolutionary Party, and the results of cooperation between the justice ministries of the two countries.

He highlighted several priority areas for future cooperation, including institution-building, legal development, addressing civil registration and nationality issues in border areas, and training legal professionals.

Welcoming the visit, General Secretary and President To Lam emphasised the importance of maintaining high-level exchanges between the two Parties and countries, particularly following the successful organisation of each country's Party congresses.

Vietnam consistently attaches the highest priority to strengthening the special Vietnam–Laos relationship, considering it as a strategic task for the development of both countries, he told his guest.

The Vietnamese leader also acknowledged the significant contributions made by the two justice ministries in fostering bilateral ties over more than four decades of cooperation.

Sharing Vietnam's ongoing efforts to advance judicial reform, improve the legal system, and strengthen law enforcement, he noted that the country has recently consolidated its Central Steering Committee on Institutional and Legal Reform to enhance the effectiveness of lawmaking and implementation.

He called on the two ministries to further strengthen coordination, exchange experiences, improve the capacity of legal professionals, and develop favourable legal frameworks to facilitate connectivity projects between the two countries.

Regarding the current expanded conference of justice authorities of Vietnam – Laos border provinces, the top leader described the mechanism as a practical platform that contributes to maintaining security and order while promoting socio-economic development in border areas.

He encouraged both sides to enhance cooperation in addressing emerging border-related issues, facilitating cross-border trade, improving local livelihoods, and building a border of peace, friendship, and sustainable development.

Meanwhile, the Lao official voiced his country’s commitment to closely coordinating with Vietnam in implementing high-level agreements reached by the two Parties and States, while building on the achievements of bilateral legal and judicial cooperation.

The two sides agreed to continue strengthening exchanges, sharing experiences, and enhancing cooperation in institutional reform and legal system development, contributing to deeper, more substantive, and effective Vietnam–Laos relations.

The visit took place as Vietnam and Laos continue to consolidate their great friendship, special solidarity, and comprehensive cooperation, with judicial collaboration identified as one of the key pillars of bilateral relations.
