VOV.VN - Senior Lieutenant General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People’s Army and Deputy Minister of National Defence, held talks with Major General Pavel Muraveiko, First Deputy Minister of Defence and Chief of the General Staff of the Armed Forces of Belarus, in Hanoi on October 20.
Both sides affirmed that the traditional friendship between Vietnam and Belarus has been continuously strengthened, particularly following the elevation of bilateral ties to a Strategic Partnership during the State visit of Party General Secretary To Lam to Belarus in May 2025. Defence cooperation remains a key pillar of the bilateral relationship.
Sen. Lieu. Gen. Cuong noted that defence cooperation has been implemented effectively and substantively in line with the broader bilateral ties. Key areas of collaboration include delegation exchanges at all levels, military-to-military cooperation, joint training, and scientific research in defence.
He assured his guest that Vietnam pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation, and development. They country is a friend, a reliable partner, and an active and responsible member of the international community; and consistently upholds its "Four No's" national defence policy for the sake of common interests, sustainable development, and prosperity in the region and the world.
The two sides also exchanged views on international and regional situations and matters of mutual concern. Regarding the East Sea issue, General Cuong reaffirmed Vietnam’s consistent stance of resolving disputes through peaceful means, in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He called for full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and for an early conclusion of a substantive, effective Code of Conduct (COC).
Maj. Gen. Pavel Muraveiko expressed his support for Vietnam’s views and emphasised Belarus's willingness to cooperate with countries pursuing peaceful, friendly foreign policies aimed at shared development, peace, and stability.
Looking ahead, the two sides agreed to further enhance defence cooperation by maintaining high-level exchanges, effectively implementing signed agreements, promoting service-level collaboration, and expanding cooperation in military training, defence exhibitions, military sports, military medicine, and scientific research.
Later that day, General Phan Van Giang, Minister of National Defence, received Major General Pavel Muraveiko.
Gen. Giang highlighted the strong development of the Vietnam–Belarus traditional friendship and strategic partnership, with defence ties playing a vital role. He stressed that the Vietnamese people and armed forces always appreciate the valuable support from the Belarusian people and military during Vietnam’s struggle for national independence and reunification.
As a token of appreciation, the Vietnamese Ministry of National Defence has erected the Vietnam–Soviet Union Solidarity Monument, which also honours Belarusian military experts, on the grounds of the Vietnam Military History Museum.
Both sides agreed to effectively implement the signed cooperation agreements, focusing on delegation exchanges, joint activities among military units and services, training, and other potential areas such as defence science and military medicine.
Maj. Gen. Muraveiko expressed hope that the two sides would further promote practical and expanded defence cooperation, especially in training and other mutually beneficial fields.
