VOV.VN - Vietnam and Cambodia agreed to further strengthen political trust and deepen party-to-party relations during a summit in Phnom Penh on February 6 between the Communist Party of Vietnam (CPV) and the Cambodian People’s Party (CPP).
The CPV delegation was led by Party General Secretary To Lam, who was in Phnom Penh for a state visit, and the CPP delegation was led by CPP President Hun Sen.
The talks focused on major orientations for developing ties between the two ruling parties and the two countries, with both sides reaffirming that party-to-party relations serve as the foundation guiding the overall Vietnam–Cambodia relationship.
Party General Secretary To Lam said he was pleased to lead a high-level delegation of the Vietnamese Party and State to Cambodia for a state visit and to co-chair meetings between the two parties and among the leaders of the ruling parties of Vietnam, Cambodia and Laos shortly after Vietnam’s 14th National Party Congress.
He thanked his host for congratulating Vietnam on the successful congress and briefed the Cambodian side on Vietnam’s development goals for the 2026–2030 period. He reaffirmed Vietnam’s foreign policy of independence, self-reliance, peace, cooperation and development, as well as its priority for friendly, comprehensive and long-term relations with neighbouring Cambodia.
CPP President Hun Sen congratulated Vietnam on the success of its 14th National Party Congress and on To Lam’s re-election as General Secretary, expressing confidence that Vietnam would achieve its development objectives in the new period.
Vietnam aims to become a developing country with modern industry and upper-middle income by 2030 to mark 100 years of the CPV, and a developed country with high income by 2045 to mark 100 years of its modern state.
The two sides agreed to maintain regular high-level exchanges and enhance cooperation in defence and security, including information sharing and joint efforts to combat transnational crime, particularly cybercrime.
They also pledged to strengthen economic connectivity, especially in transport infrastructure, energy, digital transformation and industrial and agricultural supply chains, while stepping up cooperation in investment, trade and tourism, striving to raise bilateral trade turnover to US$20 billion in the coming period.
They agreed to deepen cooperation in education, training and human resource development on a long-term basis, viewing education as a bridge between younger generations. Both sides vowed to effectively implement signed bilateral agreements and to develop new cooperation frameworks to further tighten links.
They reaffirmed respect for and full implementation of treaties on land border delimitation and demarcation and other border-related agreements, and pledged to seek mutually acceptable solutions to the remaining 16% of unresolved border sections, with the aim of building a peaceful, stable, friendly and sustainably developing border.
Party chief To Lam called on Cambodia to continue creating favourable, non-discriminatory conditions for people of Vietnamese origin living, working and studying in the country.
The two sides consented to promote closer cooperation among Party organs, the National Assemblies, government ministries and agencies, mass organisations, and localities, especially border provinces, to support socio-economic development, maintain border security and stability, and promptly address emerging issues.
They also agreed to coordinate closely and support each other at regional and international forums, particularly within ASEAN and the Mekong subregion, and to strengthen cooperation on the sustainable and efficient use of water resources, including efforts to mitigate and adapt to the impacts of climate change on the Mekong River.
At the meeting, Vietnamese Prime Minister Pham Minh Chinh, Cambodian Prime Minister Hun Manet, Vietnamese National Assembly Chairman Tran Thanh Man and Cambodian National Assembly Chairwoman Khuon Sudary expressed agreement with the major assessments and orientations outlined by Party chief To Lam and CPP President Hun Sen on deepening comprehensive ties between the two Parties and countries. They also reviewed progress in implementing the conclusions of the February 2025 Party-to-Party meeting across political-diplomatic, defence-security, economic, education-training, culture-tourism and people-to-people exchanges, as well as legislative cooperation, identified shortcomings, and agreed on key priorities for future coordination.
During the meeting, leaders from both sides witnessed the signing and exchange of several cooperation documents in areas including foreign affairs, security, religious affairs and locality-to-locality cooperation.
