VOV.VN - Vietnam and Japan have agreed to strengthen defence cooperation in a more practical and effective manner, with priority areas including cybersecurity, search and rescue operations, United Nations peacekeeping missions and defence industry collaboration.
The agreement was reached during talks in Hanoi on June 2 between General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People’s Army and Deputy Minister of National Defence, and General Uchikura Hiroaki, Chief of Staff of the Japan Self-Defense Forces, who is on an official visit to Vietnam.
Gen. Cuong said defence cooperation between Vietnam and Japan has continued to develop positively in recent years, becoming one of the important pillars of bilateral relations.
The two sides have maintained effective dialogue and consultation mechanisms while expanding cooperation in training, military exercises, United Nations peacekeeping operations, defence industry, maritime security and coordination at multilateral defence forums.
Notably, cooperation in disaster response and search-and-rescue operations is entering a new phase following the signing of a memorandum of understanding between the defence ministries of the two countries in December 2025.
Gen. Cuong proposed that both sides soon translate agreed commitments into practical cooperation programmes suited to the needs of countries frequently affected by natural disasters.
Regarding future cooperation, Gen. Cuong suggested that both countries continue increasing delegation exchanges at all levels and expand cybersecurity cooperation through training activities, professional workshops and specialised exchanges.
He also called for stronger cooperation in defence industry development and United Nations peacekeeping operations, while continuing mutual support and coordination within regional and international defence cooperation mechanisms.
For his part, Gen. Hiroaki said the visit provided an opportunity to further deepen bilateral defence relations.
He expressed hope that the two sides would continue expanding cooperation in training, delegation exchanges, coordination among military branches and United Nations peacekeeping activities, thereby contributing to the advancement of the Vietnam–Japan Comprehensive Strategic Partnership.
Discussing regional and international issues of shared concern, Gen. Cuong reaffirmed Vietnam’s foreign policy of independence, self-reliance, diversification and multilateralisation of external relations.
He also reiterated Vietnam’s “Four No’s” defence policy and stressed that disputes in the East Sea should be resolved peacefully on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
At the talks, the Vietnamese side expressed appreciation to the Japanese government for supporting Vietnam’s post-war recovery efforts, including a US$2.7 million project providing dioxin and environmental analysis equipment and a US$3.5 million aid project supplying mine-clearance equipment currently under implementation.

A delegation from Vietnam’s Ministry of National Defence, led by Sen. Lt. Gen. Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People’s Army, is attending the 2025 Defence and Security Equipment International (DSEI) Japan exhibition, held from May 20-23 in Chiba prefecture, Japan.
Vietnam and Japan held their first Foreign and Defence Vice-Ministerial Consultation in Tokyo on December 4, engaging in frank and open discussions on diplomatic and security ties as well as broader global and regional developments.
