VOV.VN - Vietnam and Laos will strengthen cooperation on diaspora affairs by sharing policy experience, expanding engagement with overseas communities and mobilising their resources to support national development while reinforcing the two countries' special bilateral ties.
The agreement was reached during a working visit to Laos by a Vietnamese Foreign Ministry delegation led by Deputy Foreign Minister Le Thi Thu Hang on July 15-16, during which officials from both countries discussed closer cooperation in policies concerning overseas Vietnamese and overseas Lao communities.
During a courtesy meeting with Lao Deputy Prime Minister and Foreign Minister Thongsavanh Phomvihane, Hang said the close cooperation between the two Foreign Ministries has played an important role in strengthening the special friendship between Vietnam and Laos.
She noted that the success of the National Party Congresses recently held in both countries has opened a new stage of development and created fresh momentum for expanding bilateral cooperation across multiple sectors.
Both sides identified science and technology, innovation and the mobilisation of social resources as key drivers of future growth, while recognising overseas Vietnamese and Lao communities as valuable assets that can contribute to national development.
Hang thanked the Lao government for creating favourable conditions for the Vietnamese community in Laos to live and work, enabling them to contribute to the country's socio-economic development and serving as a bridge of friendship between the two countries.
Thongsavanh, for his part, praised the longstanding contributions of the Vietnamese community to Laos' development and reaffirmed his government's commitment to supporting the community and further strengthening the Laos-Vietnam special relationship.
During talks with Lao Deputy Foreign Minister Phongsavanh Sisoulath, the two sides reviewed progress in implementing the 2011 Memorandum of Understanding between the State Committee for Overseas Vietnamese Affairs and the Liaison Committee for Overseas Lao People.
Through regular exchanges, alternating bilateral meetings and policy consultations, the two countries have strengthened cooperation in diaspora policy development, legal awareness programmes, cultural preservation and community engagement.
Phongsavanh said nearly one million Lao citizens currently live overseas, accounting for more than 10% of the country's population, mostly in the United States, France, Canada and Australia. He noted that Laos is continuing to refine policies aimed at attracting investment, expertise and other resources from overseas Lao communities to support national development.
Hang welcomed Laos' achievements in diaspora engagement, describing them as evidence of the country's growing commitment to strengthening ties with its overseas citizens.
Both sides agreed to maintain regular exchanges, share policy experience and coordinate major activities for overseas communities, including conferences, cultural exchanges and youth engagement programmes.
At the conclusion of the visit, Vietnam and Laos signed a Memorandum of Understanding on cooperation in overseas Vietnamese and overseas Lao affairs for the 2026-2030 period, providing a new framework for closer collaboration in diaspora engagement.
Laos plans to send a delegation to Vietnam to study preparations for the global conference of overseas Vietnamese, scheduled to take place in December 2026.
