Chairman Byambatsogt warmly welcomed National Assembly President Man and the high-level Vietnamese National Assembly delegation, describing the visit as an important occasion for bilateral relations.
It is the second visit by a top Vietnamese legislator to Mongolia since the two countries established diplomatic relations, and comes 23 years after the previous visit by a Vietnamese National Assembly leader in 2003.
Chairman Byambatsogt emphasised that, as Mongolia develops relations with Southeast Asian countries, it has consistently regarded Vietnam as a traditional friend and one of its most important partners.
He expressed his pleasure at Vietnam’s development achievements and spoke highly of the country’s development policies, particularly in science and technology, innovation, digital transformation and the green transition. National Assembly President Man thanked Chairman Byambatsogt, the Mongolian parliament and people for the warm, respectful and thoughtful reception extended to the Vietnamese delegation.
Highlighting Mongolia’s development achievements, he said the progress made has created a solid foundation for the country to achieve its socio-economic development goals for 2026-2030 and advance toward its Vision 2050, thereby enhancing Mongolia’s international image, credibility and standing.
He stressed that the Party, State and people of Vietnam always remember and appreciate the support extended by the Mongolian Government and people during Vietnam’s struggle for national independence and reunification.
Boosting economic connectivity, targeting US$200 million in trade
Vietnam and Mongolia seek stronger economic and parliamentary cooperation as the two sides work to deepen their Comprehensive Partnership
In an atmosphere of trust, sincerity and openness, the two leaders expressed satisfaction with the strong, substantive and effective development of Vietnam-Mongolia relations, particularly since the two countries established their Comprehensive Partnership in September 2024 during General Secretary and President To Lam’s State visit to Mongolia.
Both host and guest agreed to maintain regular high-level and other exchanges and continue effectively implementing existing cooperation mechanisms as well as commitments and agreements reached by the two countries’ leaders, including the Joint Statement on the establishment of the Vietnam-Mongolia Comprehensive Partnership.
The two countries will strengthen defence, security and judicial cooperation, closely coordinate in combating transnational crime and respond effectively to non-traditional security challenges.
In economic, trade and investment cooperation, the two leaders agreed that the legislative bodies should play a greater role in coordinating and supporting economic connectivity, helping bilateral economic ties develop in a substantive and effective manner commensurate with the potential of both countries.
Both sides agreed to further open their markets to each other’s goods, creating favourable conditions for Vietnam’s key agricultural and seafood products to gain greater access to the Mongolian market, with a view to meet the target of US$200 million in bilateral trade soon.
They will also step up investment promotion and work toward the early signing of a new agreement on investment encouragement and protection of investment between Vietnam and Mongolia.
The two leaders noted that the countries still have considerable potential for cooperation beyond the economic, trade and investment spheres, including culture, sports, tourism, education and training, and people-to-people exchanges.
The two sides pledged to strengthen protection and support for their respective communities living, studying and working in each other’s countries. They will also step up efforts to promote each country’s potential, strengths, cultural heritage and tourism, helping deepen mutual understanding and friendship between the Vietnamese and Mongolian peoples.

They highlighted the need to maintain close coordination at regional and international parliamentary forums of which both countries are members, and to effectively exercise their oversight functions. This will help ensure the serious implementation of high-level agreements and create favourable conditions for the two governments and businesses to expand economic and trade cooperation and investment in areas of potential and demand.
Chairman Byambatsogt affirmed that he would facilitate conditions for Vietnamese businesses to explore the Mongolian market and make stable, long-term investments in the country.
The two sides also exchanged views on regional and international issues of mutual concern and agreed to continue close coordination and mutual support at regional and international forums, including multilateral parliamentary forums.
National Assembly President Tran Thanh Man affirmed Vietnam’s support for Mongolia’s development policies aimed at enhancing the country’s international role and standing in the region and beyond.
Chairman Byambatsogt expressed his hope that Vietnam would support Mongolia’s bid to join APEC and voiced confidence that Vietnam would successfully host APEC 2027 in Phu Quoc.
Following the talks, the two leaders signed the cooperation agreement between the National Assembly of Vietnam and the State Great Hural (Parliament) of Mongolia and witnessed the signing of the cooperation agreement between the two parliamentary offices.

National Assembly President Tran Thanh Man highlighted the traditional friendship between Vietnam and Mongolia, nurtured by President Ho Chi Minh and generations of leaders of the two countries over more than seven decades. He noted that the establishment of the Comprehensive Partnership has opened a new phase of more substantive, effective and comprehensive cooperation across all areas.
He affirmed that the Vietnamese National Assembly attaches importance to and stands ready to work with the Mongolian parliament to strengthen exchanges of delegations, cooperation between specialised committees, friendship parliamentary groups and young parliamentarians, contributing to stronger political trust and greater economic, trade, investment, cultural, educational and people-to-people cooperation for the benefit of both peoples and for peace, stability and development in the region and beyond.
