Central Theoretical Council discusses strategic vision for Vietnam beyond 2030

VOV.VN - The Central Theoretical Council convened its second session in Ninh Binh province on June 8 to review practical experience and advance theoretical research, as Vietnam enters a new stage of development marked by higher demands for strategic thinking and policymaking capacity.

The meeting focused on discussions serving two major national reviews: the 100-year review of the Communist Party of Vietnam’s leadership of the Vietnamese revolution (1930-2030), and the 40-year review of the Platform for National Construction during the Transition to Socialism.

Delegates discussed detailed outlines for the report reviewing 100 years of Party leadership and outlining Vietnam’s development orientation for the 2030-2130 period. Participants also examined draft frameworks for reviewing four decades of implementing the national development platform, along with guidance for ministries, sectors, and localities, and orientations for the KX.04 research programme for 2026-2030.

KX.04 is the codename for Vietnam’s key national political theory research programme that clarifies Vietnam’s path toward socialism and the Communist Party’s reform-oriented development strategy, while providing theoretical and scientific foundations for drafting Party Congress documents and shaping national policies on socio-economic development, defence, security, and foreign affairs.

According to discussions at the session, the 100-year review is not merely a historical reflection, but also a strategic research effort aimed at clarifying the fundamental dynamics of Vietnam’s revolutionary process, major lessons in Party leadership and governance, and the key factors behind the country’s achievements over the past century.

The process is expected to help shape Vietnam’s long-term national development vision for the next century amid rapidly changing global conditions.

Regarding the 40-year review of the national development platform, delegates focused on assessing how the Party’s goals, viewpoints, and strategic orientations have been implemented in practice.

The review is considered an important basis for further refining theoretical understanding of Vietnam’s socialist-oriented market economy, socialist rule-of-law state, Party building, political system development, as well as national defence, security, foreign affairs, and international integration.

Participants emphasised that the review process must ensure scientific rigor, practical relevance, and forward-looking analysis. Alongside highlighting achievements, the reports are also expected to identify limitations, bottlenecks, and emerging challenges in order to propose appropriate solutions for the next phase of development.

Feedback collected at the session will be incorporated into research frameworks and national review guidelines. The outcomes are expected to strengthen the advisory role of the Central Theoretical Council while providing a stronger theoretical and scientific basis for refining Party policies, the national platform, and documents to be presented at the 15th National Party Congress.

As Vietnam faces new opportunities and challenges, the review of a century of Party leadership and four decades of implementing the national development platform is expected to help consolidate the country’s theoretical foundation, clarify its development pathway, and shape strategic orientations for the decades ahead.
