VOV.VN - Vietnam's first extraordinary session of the 16th National Assembly is expected to review 31 agenda items, with legislation and personnel work taking centre stage as lawmakers prepare the legal and institutional groundwork for the country's next stage of development.
The programme was agreed at a meeting between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee in Hanoi on July 24. The meeting was co-chaired by National Assembly Chairman Tran Thanh Man and Prime Minister Le Minh Hung.
Opening the meeting, Chairman Man said the review meeting aimed to assess preparations comprehensively, promptly address outstanding issues and ensure the session proceeds smoothly, efficiently and with the highest possible quality.
The extraordinary session is scheduled to open on August 3 and conclude on August 24, divided into two sittings without weekend breaks to ensure sufficient time for lawmakers to consider and decide on a broad range of important issues.
According to the agreed programme, lawmakers are expected to consider 31 agenda items, including 26 legislative document. These comprise the adoption of 19 draft laws and legally binding resolutions, as well as first-time deliberations on seven draft laws. The National Assembly will also consider personnel matters and four other major issues.
The top legislator noted that the session would face a particularly heavy workload despite limited preparation time. He therefore stressed the importance of keeping the agenda stable and avoiding unnecessary adjustments so that agencies have adequate time to finalise documents and improve the quality of submissions.
He urged ministries and relevant agencies to maintain the agreed programme unless additional items are required by competent authorities, avoiding repeated additions, withdrawals or postponements that could affect preparation, appraisal and lawmakers' review.
The Chairman also praised the Government, ministries, National Assembly agencies, the Supreme People's Procuracy and other relevant bodies for preparing documents well in advance. He noted that the National Assembly Standing Committee has devoted significant time to reviewing submissions before they are presented to lawmakers, while documents have also been distributed early to facilitate thorough study and discussion.
During the meeting, National Assembly Secretary General and Chairman of the National Assembly Office Le Quang Manh and Government Office Minister-Chairman Dang Xuan Phong reported on preparation progress, while participants exchanged views on the contents to be submitted to the legislature.
