Gov’t targets 20% increase in intellectual property violation enforcement

VOV.VN - The Government aims to increase the handling of intellectual property violations by at least 20% in 2026 compared with 2025, covering all stages from investigation and prosecution to trials and administrative penalties.

The target was announced by Deputy Prime Minister Ho Quoc Dung during a nationwide online conference on June 2 reviewing the implementation of the Prime Minister’s Official Dispatch No. 38 on strengthening the fight against intellectual property infringement. The conference was connected to ministries, agencies and authorities in 34 provinces and cities across the country.

According to reports presented at the meeting, after one month of implementing the document, relevant forces nationwide have detected more than 2,000 cases related to intellectual property violations, with more than 1,600 cases already handled.

Administrative fines totaled more than VND17.8 billion (approximately US$700,000), while the value of infringing goods was estimated at around VND115.6 billion.

More than 1,600 organisations and individuals were penalised, and access to over 1,000 violating websites was blocked.

Notably, 44 serious cases were prosecuted criminally, while four cases involving four defendants went to trial.

Trademark-related violations accounted for more than 98% of all administrative cases handled, most of them involving internationally recognised foreign brands.

Several localities reported sharp increases in enforcement activities compared with the same period in 2025. Hanoi handled 340 cases, up 236%, while Ho Chi Minh City processed 234 cases, an increase of more than 1,170%.

However, authorities said intellectual property violations remain increasingly sophisticated, occurring across both traditional retail channels and e-commerce platforms.

Counterfeit and trademark-infringing goods continue to be sold openly in some traditional markets and shopping centers.

Speaking at the conference, representatives from the Ministry of Science and Technology pointed out some agencies and localities still lacked strong enforcement measures, while coordination and data sharing between enforcement bodies remained inconsistent. They also noted that the application of technology in monitoring and detecting violations is limited.

Representatives from the Ministry of Industry and Trade highlighted challenges in handling violations on e-commerce platforms, where electronic evidence can be easily deleted or altered.

Enforcement efforts are further complicated by fragmented warehouse systems and online trading models that make inspections and investigations more difficult.

Several localities proposed the early development of a national intellectual property database to support verification, assessment and enforcement activities.

They also called for stronger responsibilities for e-commerce platforms, social media networks, logistics companies and payment intermediaries in monitoring goods and verifying sellers.

Concluding the conference, Deputy Prime Minister Ho Quoc Dung acknowledged the efforts made by relevant ministries, agencies and localities while emphasising the need for stronger and more decisive enforcement measures.

He instructed leaders of ministries and provincial governments to directly oversee implementation, assign clear responsibilities and improve enforcement effectiveness.

The Deputy PM stressed that authorities must strive to increase enforcement outcomes against intellectual property violations by at least 20% compared with 2025.
