VOV.VN - The National Assembly Standing Committee began a three-day sitting in Hanoi on June 11, debating an early enforcement of four important laws recently passed by the National Assembly, including the Land Law, among other major issues.
Three other laws are the Housing Law, the Real Estate Business Law, and the Law on Credit Institutions.
The government in a report to the National Assembly proposed that the legislature approve the early enactment of the four laws, starting as from August 1, 2024 as opposed to January 1, 2025.
During the three-day sitting, key lawmakers will also examine amendments to several key draft laws, including the Law on Road Traffic Order and Safety, the Road Law, the Capital Law (revised), the Law on Social Insurance (revised), the Law on Security Guard Force, the Law on Defence, Security Industries and Industry Mobilisation, the Law on the Management and Use of Weapons, Explosives and Supporting Tools (revised), and the Law on the Organisation of the People’s Courts (revised).
Among other issues, they will debate the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; and adjustments to the General Planning of Hanoi Capital to 2045, with a vision to 2065.
Notably, they will discuss a draft resolution to extend the 2% reduction of value-added tax till the end of 2024.
According to the Government, extending the 2% VAT reduction for certain goods and services from July 1, 2024 to the end of the year, is deemed necessary to boost consumption, support business recovery and contribute to the national budget and economy, aligning with the 2021-2025 socio-economic development plan.
The amended Land Law, which was passed by the Vietnamese National Assembly in January 2024, will help protect the legitimate rights and interests of investors and owners who are overseas Vietnamese (OVs), thus making the real estate market more transparent and stable, according to Nguyen Minh Duc, Vice President of the Vietnamese Community Association in the UK (VAUK).
The Land Law (revised), which expands land use rights for overseas Vietnamese (OV) and Vietnamese citizens residing abroad, meets the aspirations of OVs and contributes to mobilising investment resources to Vietnam at the same time, said Nguyen Duc Hieu, standing member of the National Assembly (NA) Economic Committee.
