VOV.VN - National Assembly Chairman Tran Thanh Man has called for broader access to legal aid services and stronger digital transformation as Vietnam moves to revise its Law on Legal Aid.
Speaking during a group discussion on April 9, the NA Chairman stressed that legal aid directly impacts people’s livelihoods and access to justice, particularly for vulnerable groups, and therefore requires a more comprehensive and user-centred approach.
He underscored the need to establish an independent mechanism to assess the quality of legal aid services, incorporating feedback from beneficiaries and businesses to ensure transparency and effectiveness.
A key proposal is to expand the pool of beneficiaries, including individuals with average incomes who face sudden financial hardship, laid-off workers involved in labour disputes, and all children in cases related to their rights, instead of limiting eligibility to specific conditions.
To improve service quality, he called for standardising professional titles and enhancing remuneration policies for legal aid providers, while ensuring their access to necessary information in handling cases.
The NA Chairman also highlighted the importance of reforming financial procedures to encourage greater participation from lawyers. Simplifying payment processes and aligning service fees more closely with market rates would help make legal aid work more attractive to legal professionals.
In addition, he emphasised the need to promote social participation, encouraging businesses, social organisations and charitable funds to support legal aid activities, noting that the State alone cannot cover all related costs.
Digital transformation was identified as a critical pillar of reform. The revised law should enable the use of national population databases and digital identification systems, facilitate online consultations and electronic submissions with legal validity, and support the development of dedicated applications to improve accessibility and efficiency.
Finally, he stressed the importance of ensuring consistency across the legal system, particularly with procedural laws and the Law on Lawyers, to avoid overlaps and administrative bottlenecks.
The proposed amendments are expected to enhance inclusiveness, improve service quality, and modernise Vietnam’s legal aid system in line with broader governance and digital transformation goals.
