VOV.VN - Deputies to the current session of the National Assembly are scheduled to discuss a draft resolution on amendments and supplements to some articles of the 2013 Constitution on June 13 afternoon.
The amendments and supplements are intended to promptly institutionalise the Party’s policy on continuing to reform and streamline the organisational structure of the political system, making it leaner, stronger, and more efficient and effective. These changes also aim to provide a constitutional basis for reorganising the Vietnam Fatherland Front, political and social organisations, and mass associations assigned tasks by the Party and State.
They support the improvement of the two-tier local government model, bringing it closer to the people and enhancing its ability to serve them, while ensuring the Party’s absolute and comprehensive leadership.
The core focus of the constitutional revisions includes provisions related to the Vietnam Fatherland Front and political-social organisations, as well as adjustments to Chapter IX to enable the implementation of a two-tier local government structure. Transitional provisions will be included to ensure seamless and uninterrupted local governance, in line with the roadmap for reorganising and merging provincial- and commune-level administrative units, and eliminating the district-level administrative units.
According to the Committee for drafting amendments and supplements to certain articles of the 2013 Constitution, more than 280 million opinions from agencies, organisations, and individuals have been collected on all contents and provisions of the draft resolution. Of the total, the average approval rate was 99.75%.
The National Assembly is set to vote on the draft resolution on June 16, eight days earlier than previously planned in order to meet the urgent timeline for implementing the Party’s policy on reorganising and streamlining the political system's organisational structure, and for adopting the two-tier local government model.
