National Assembly passes amended Law on Human Trafficking Prevention

The amended law introduces regulations on prevention, detection, and handling of human trafficking offenses; and the reception, verification, identification, and provision of support and protection to victims of human trafficking.

It specifies the roles and responsibilities of various entities, including government agencies, organizations, families, and individuals, in the prevention and combat of human trafficking.

The law also emphasizes international cooperation in preventing and combating human trafficking, aligning with global efforts to address this issue.

The newly passed law which has 8 chapters and 63 articles will replace the 2011 law and will come into force as of July 1, 2025.

In a report to the National Assembly, Minister of Public Security Luong Tam Quang explained that Vietnam has amended the 2011 law to enhance the effectiveness of preventing, stopping, and handling human trafficking, in line with real-world needs and international commitments Vietnam has signed.

The amendment to the 2011 legislation is an urgent and objective requirement aimed at perfecting the legal framework for combating human trafficking; creating a unified understanding of the importance of human trafficking prevention and combat across society; strengthening the responsibility of individuals, families, agencies, organizations, and society as a whole in preventing and combating human trafficking, contributing to national security, order, and social safety, he said.

In addition, he said the amendment also aims to enhance the effectiveness of state management in preventing and combating human trafficking, ensuring that the authorities are better equipped to address the issue at every level.

Furthermore, Vietnam needs to comply with international agreements in the domain, particularly those related to the UN Convention on Transnational Organized Crime, the International Convention on the Rights of the Child, ASEAN Convention on Trafficking in Persons, Especially Women and Children, and Other relevant international treaties to which Vietnam is a member.

The amendment reflects Vietnam’s strong commitment to protecting human rights and preventing human trafficking in the context of globalization and evolving criminal methods.
