
VOV.VN - The National Assembly is scheduled to pass a resolution on the reorganisation of provincial-level administrative units on June 12, according to the revised work programme of the current ninth session of the legislature.
The revised work programme which was approved on June 11 when the National Assembly resumed its sitting after a nine-day break also includes the approval of a resolution on amendments and supplements to several articles of the 2013 Constitution, and a resolution on the Revised Law on Organisation of Local Government. The two resolutions are set to sail through the National Assembly on June 16.
Once the revised law is passed, the National Assembly Standing Committee will immediately issue resolutions on reorganising commune-level administrative units nationwide.
National Assembly deputies will discuss and decide on a resolution on the establishment of an international financial centre in Vietnam, and a resolution addressing legal inconsistencies and regulatory obstacles.
A draft resolution on piloting special policies for railway development will be removed from the session agenda.
The amended Railway Law will be debated and approved at the current ninth session instead of at the 10th session as previously planned.
The adjustments to the session agenda received overwhelming support from 439 out of 440 deputies on hand.
National Assembly Vice Chairman Nguyen Khac Dinh emphasised that the adjustments aim to provide a solid legal foundation for restructuring the political system and implementing the two-tier local government model in line with Party and State policies.
In a report presented at the recent National Assembly Standing Committee sitting, Minister of Home Affairs Pham Thi Thanh Tra stated that the Government has thoroughly implemented Resolutions of the Party Central Committee and the National Assembly Standing Committee on the mergers of provincial-level administrative units and elimination of the district-level administrative units, as well as the reorganisation of the commune-level administrative units.
Based on the current situation and development orientations of all 63 cities and provinces, the Government has developed 23 merger plans involving 52 existing units to establish 23 new provincial-level administrative units.
Following the reorganisation, the total number of the provincial-level administrative units will be reduced to 34, consisting of six centrally-governed cities and 28 provinces, meeting the area and population criteria defined in the National Assembly Standing Committee Resolution.
VOV.VN - The Government has requested that relevant ministries, agencies, and localities complete documents on the two-tier local government model to be submitted to the Party Central Committee and the National Assembly.
VOV.VN - The Government has instructed provincial-level People’s Committees to submit proposals on administrative unit reorganisation before May 1, enabling the Ministry of Home Affairs to complete the Government’s master plan for submission to the National Assembly by May 30, with approval expected before June 20, 2025.
