VOV.VN - Party General Secretary and State President To Lam has called on the People's Security Academy (PSA) to take the lead in researching, developing and refining Vietnam’s national security doctrine to meet emerging challenges posed by rapid advances in science, technology, artificial intelligence and cyberspace.
Speaking at a ceremony marking the 80th anniversary of the People’s Security Academy (June 25, 1946–2026) and the presentation of its third Hero of the People's Armed Forces title on June 22, the top leader praised the academy's contributions over eight decades of development.
He described the academy as a leading education and research institution of the People's Public Security Force, playing a key role in developing Vietnam's national security theory and providing strategic policy recommendations to the Party and State on national security protection and social order.
According to him, technological breakthroughs, particularly in artificial intelligence and emerging digital technologies, are fundamentally transforming both the nature of security threats and methods of safeguarding national security, creating entirely new requirements for education, research and theoretical development.
Given this context, he urged the academy to establish a new development vision, evolving from a premier institution within the People's Public Security Force into a nationally leading centre for education and research with regional and international standing by 2045, coinciding with the centennial of Vietnam's People's Public Security Force.
“As one of the country's leading higher education institutions responsible for training national security personnel, the People's Security Academy must take the lead in implementing the Party's strategies on education and training, Party General Secretary and State President said. “The academy should set clear development goals for 2030, 2035 and 2045, establish a concrete roadmap and make every effort to achieve these objectives.”
The top leader also stressed the need for comprehensive reforms in curricula and training methods while enhancing research capacity and strengthening links between theory and practice.
He called on the academy to proactively address emerging security challenges, including ideological and cultural security, information security and media security, and to take a leading role in countering disinformation, fake news and hostile narratives in cyberspace.
Particular emphasis was placed on advancing Vietnam's theoretical foundation for national security protection.
“The academy must lead efforts to develop and refine Vietnam’s national security doctrine,” he said. “It should promote independent thinking, academic excellence and breakthrough scientific research to further develop national security theory and practice, laying the groundwork for a comprehensive Vietnamese national security doctrine by 2035.”
At the ceremony, Party General Secretary and State President To Lam, on behalf of Party and State leaders, presented the People's Security Academy with its third Hero of the People's Armed Forces title in recognition of its outstanding achievements in education, scientific research and national security protection over the past 80 years.
Founded on June 25, 1946, the People's Security Academy is one of the oldest institutions of the People's Public Security Force of Vietnam. Originally established as the Training School of Public Security, it has served for eight decades as a key institution for educating and training security officers.
The academy has since grown into a leading national centre for security studies, research and professional training, producing generations of officers who have served in Vietnam's national security and law enforcement agencies.
In addition to its educational mission, the academy contributes to the development of Vietnam's security theories and policy research, providing academic and practical support for safeguarding national security and maintaining social order in an increasingly complex global security environment.
