VOV.VN - After a year of implementing the new organisational model of Vietnam’s political system and the two-tier local government structure, General Secretary and State President To Lam has called for a shift in focus from organisational restructuring to improving operational quality, governance capacity, and public service efficiency.
The remarks were made during a meeting of the Central Steering Committee reviewing the first year of implementation of the new political system and local government model, held in Hanoi on June 2.
Party General Secretary and State President To Lam said the implementation of the new model has achieved important initial results despite the large workload and high requirements involved.
However, he stressed that successfully reorganising the apparatus does not automatically guarantee successful operations afterward.
“From now on, the focus must shift from merely completing the organisational restructuring to operating the system effectively; from stabilising the structure to improving governance quality; and from decentralisation to ensuring implementation capacity,” he stressed.
According to the Vietnamese leader, the immediate task is to quickly identify and address bottlenecks emerging in practice in order to further improve the review report.
He emphasised that the report should enhance its analytical depth, practical relevance, and overall persuasiveness while clearly establishing the connection between organisational restructuring and improvements in leadership, governance, and implementation capacity across the political system.
The top leader also called for a major change in the approach to drafting the report, urging officials to move beyond simply listing tasks and instead focus on analysing impacts, evaluating operational quality, and accurately identifying institutional bottlenecks.
He held that recommendations should be concrete, clearly assigned to responsible agencies, and accompanied by specific implementation roadmaps.
The Steering Committee was instructed to add six major orientations to the review report, including assessments of the Party’s leadership methods under the new model, the operational capacity of two-tier local governments, especially at the commune level, and the quality of grassroots officials.
The report is also expected to evaluate the effectiveness of decentralisation alongside resource allocation and power control mechanisms.
Highlighting the long-term significance of the current administrative reform, the leader underscored that the objective is not merely to reduce organisational units but to build a stronger, more streamlined, and more effective governance system that better serves the people.
“This reform carries profound significance not only for the present but also for the country’s future development. What we aim for is not simply a system with fewer units, but one that is stronger, more coherent, more accountable, more efficient, and better able to serve the people,” he said.
According to the leader, administrative reform is not just about rearranging institutions but represents a comprehensive transformation in leadership methods, governance, administration, and implementation practices.
He added that the reform would serve as a foundation for building a modern national governance model capable of supporting Vietnam’s rapid and sustainable development in the coming period.
