VOV.VN - Vietnam’s seas should become a strategic space for national development, serving as a new driver of growth, innovation and national defence, General Secretary and State President To Lam said while calling for a new Party resolution on maritime development.
Speaking at a meeting on June 8 reviewing eight years of implementing Resolution 36-NQ/TW on Vietnam’s marine strategy, General Secretary and State President To Lam described the resolution as a major strategic policy that has helped raise awareness of the importance of the sea while improving institutions, coastal infrastructure and maritime economic sectors.
According to the Vietnamese leader, the implementation of the resolution has also contributed to improving living standards in coastal areas and strengthening national defence, security, diplomacy and sovereignty protection at sea.
However, he noted that the results achieved so far have yet to fully match Vietnam’s potential, strategic advantages and development needs.
He called for a comprehensive review of the implementation process in order to identify major bottlenecks and emerging challenges, which would serve as the basis for a new resolution with a broader and longer-term vision.
In the context of intensifying strategic competition at sea, the new resolution is expected to create major changes in development thinking, governance and institutional frameworks.
The core shift, according to the top leader, is moving from a traditional marine economy mindset toward the concept of a national maritime development space.
Under this approach, the sea would no longer be viewed solely as a place for resource extraction or the development of specific economic sectors. Instead, it would be treated as a strategic space integrating development interests, national defence, security, science and technology, and international integration.
The new resolution, he said, should not simply answer how to develop the marine economy, but rather define how Vietnam will manage, utilise and maximise its entire maritime space to serve national development goals through 2030, 2045 and beyond.
The leader also emphasised the need for a modern, unified and interconnected maritime governance model based on science, technology, data systems and national maritime spatial planning.
One key task is addressing fragmented sea management mechanisms across different sectors and agencies, which he described as a major bottleneck in the current period.
In his view, marine resources must become one of the country’s strategic growth drivers in the next stage of development. The sea should evolve into a new growth space capable of generating new economic sectors, growth poles and breakthrough development momentum.
Notably, the new strategy is expected to incorporate stronger applications of science, technology, innovation and digital transformation in maritime governance.
Among the areas proposed for further research are national marine databases, digital ocean mapping, artificial intelligence for maritime governance, deep-sea technologies, marine observation technologies and smart maritime monitoring systems.
Alongside economic goals, the top leader stressed that all maritime planning, strategies and development programmes must be closely linked with strengthening national defence and security, protecting sovereignty, sovereign rights and jurisdiction, and proactively safeguarding the nation from the sea at an early stage and from afar.
To ensure effective implementation, he requested that the new resolution clearly define key tasks, national programmes, strategic projects, measurable targets and responsibilities for ministries, sectors and localities from the drafting stage onward.
The Central Policy and Strategy Commission has been tasked with further refining the proposal and action programme before submission to the Politburo and the Party Central Committee for consideration.
