VOV.VN - Amid growing strategic cooperation between India and Japan, Vietnam is considered to have favorable conditions to become an important partner in cooperation mechanisms involving India, Japan and the Association of Southeast Asian Nations (ASEAN), particularly in supply chains, digital transformation, green transition and maritime security.
This assessment was made by Ulupi Borah, Deputy Editor-in-Chief of Synergy magazine under the the Centre for Joint Warfare Studies (CENJOWS) in New Delhi, in an interview with the press ahead of Japanese Prime Minister Sanae Takaichi’s visit to India from July 1-3.
According to Dr. Ulupi Borah, Vietnam has favorable conditions to become an important partner in the Japan-ASEAN-India (JAI) trilateral cooperation framework.
Japan has strengths in capital, technology and industrial management. India has a large market, human resources and digital technology capabilities, while Vietnam is emerging as an attractive investment destination in electronics, semiconductors and high-tech manufacturing.
These complementary advantages could provide a foundation for cooperation projects in economic security, supply chains, digital transformation, green transition and maritime security.
Regarding ASEAN’s role, Ulupi Borah said the region holds a central place in the policies of both India and Japan.
According to her, ASEAN seeks both to diversify economic ties and strengthen maritime security capacity amid intensifying strategic competition.
Therefore, the idea of building a Japan-ASEAN-India (JAI) trilateral cooperation framework may create fresh impetus for cooperation in areas such as supply chains, digital connectivity, shipbuilding, defense industry and green transition.
In the context of intensifying geopolitical competition in the Indo-Pacific, Dr. Ulupi Borah stressed that deeper strategic ties between India and Japan will not only help strengthen regional peace, stability and resilience, but also open up new cooperation opportunities for ASEAN, especially Vietnam.
Regional peace and stability now depend not only on traditional security factors but are also closely linked to trade, technology and supply chain resilience.
Therefore, stronger cooperation between India and Japan in building resilient supply chains, reducing dependence on a single source and promoting sustainable connectivity infrastructure will help shape a more balanced economic structure in the Indo-Pacific, she continued.
Dr. Ulupi Borah added that the Supply Chain Resilience Initiative (SCRI) involving India, Japan and Australia is an important platform, but it needs to be further translated into concrete projects to build a sustainable supply chain ecosystem.
In addition, cooperation in disaster-resilient infrastructure development, humanitarian assistance and post-disaster recovery will also bring practical benefits to the region.
According to the CENJOWS expert, upholding international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), along with the principles of freedom of navigation and a rules-based order, remains a key foundation for India-Japan cooperation.
Amid complex developments in the East Sea and the East China Sea, coordination between New Delhi and Tokyo would be positive for ASEAN member states, including Vietnam.
Finally, Dr. Ulupi Borah said the key challenge at present is not a lack of demand for cooperation, but the need to build effective implementation mechanisms, identify priority areas and turn ideas into concrete projects.
If pursued in the right direction, cooperation between India and Japan in connection with ASEAN, especially Vietnam, will help enhance economic and technological connectivity while reinforcing peace, stability and the rules-based order in the Indo-Pacific.
