VOV.VN - Vietnamese National Assembly (NA) Chairman Tran Thanh Man held bilateral meetings on September 17 with Cambodian National Assembly President Khuon Sudary and Timor Leste National Parliament President Maria Fernanda Lay on the sidelines of the 46th ASEAN Inter-Parliamentary Assembly (AIPA-46) in Kuala Lumpur, Malaysia.
During his meeting with Cambodian NA President Khuon Sudary, the top Vietnamese legislator conveyed greetings from Party General Secretary To Lam, State President Luong Cuong, and Prime Minister Pham Minh Chinh to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, and other senior Cambodian leaders.
Man expressed appreciation that Cambodian People's Party (CPP) President and Senate Chair Hun Sen led the Cambodian high-level delegation to attend the 80th anniversary of Vietnam’s August Revolution and National Day on September 2, with Cambodian armed forces participating in the parade and march-past. He regarded this as a vivid demonstration of the long-standing neighborly relations, traditional friendship, and comprehensive, sustainable cooperation between the two countries.
He emphasized that Vietnam places great importance on the strategic significance of its relations with Cambodia, as well as the trilateral ties among Vietnam, Cambodia, and Laos. He congratulated Cambodia on its recent development achievements, including the inauguration of Techo International Airport on September 9, and expressed confidence that Cambodia will continue to achieve comprehensive progress in national construction and development.
The Cambodian NA President congratulated Vietnam on successfully hosting the 80th anniversary of the August Revolution and National Day on September 2, viewing the events as a strong testament to the determination and resilience of the Vietnamese people in nation-building efforts and safeguarding their country.
She stated that the Cambodian people will never forget Vietnam’s contributions in helping Cambodia emerge from genocide and rebuild the nation. He highlighted that the two countries have always stood side by side in the struggle for national independence in the past, as well as in the ongoing effort to build and develop their nations.
The two NA leaders applauded the cooperation between the two countries in general, and between their respective legislative bodies in particular, which has continued to be strengthened and developed. They noted the ongoing exchanges of high-level and other delegations, including committees, parliamentarians, and parliamentary friendship groups.
The Vietnamese NA leader highlighted that bilateral trade has grown steadily, reaching US$7 billion from the beginning of the year to date, up 16.3% year-on-year, serving as a vivid demonstration of the increasingly close economic, trade, and investment cooperation between the two countries.
The leaders also agreed that in the coming period, both sides should continue to strengthen political trust, maintain regular visits and contacts at all levels across all channels, and sustain parliamentary exchanges to share experience in legislation, supervision, and decision-making on key national issues. They further emphasized the two legislatures’ role in reinforcing bilateral relations and supervising ministries, sectors, localities, and businesses in order to properly implement existing treaties, and agreements.
Both NA leaders also highlighted the potential for connecting the Vietnamese and Cambodian economies, particularly through transport, border gates, and cross-border trade, thereby enhancing trade and investment cooperation. They further agreed on the need to boost tourism and people-to-people exchanges, especially among the younger generation.
On international issues, they consented to step up close coordination and mutual support at regional and multilateral forums, including inter-parliamentary platforms, laying stress on ASEAN’s centrality and its contributions to peace, stability, and development in the region and the world.
During the meeting with President of the National Parliament of Timor-Leste Maria Fernanda Lay, Man congratulated Timor-Leste on its upcoming accession as the 11th member of ASEAN at the 47th ASEAN Summit slated for October. He affirmed that Vietnam values and seeks to further strengthen friendly and multifaceted cooperation with neighboring countries and the region, including Timor-Leste.
On this occasion, Chairman Tran Thanh Man also conveyed the greetings of Party General Secretary To Lam, State President Luong Cuong, and Prime Minister Pham Minh Chinh to senior leaders of Timor-Leste.
Man said Vietnam fully supports Timor-Leste and is ready to share best practices as it integrates into the ASEAN community. He proposed that both sides intensify high-level and other delegation exchanges, aiming to elevate bilateral relations to a new height soon.
For her part, Timor-Leste National Parliament President Maria Fernanda Lay expressed her sincere appreciation for Vietnam’s consistent support since Timor-Leste held observer status and now as a full ASEAN member. She noted that the Timor-Leste Parliament has ratified a visa exemption agreement for holders of diplomatic and official passports, expressed the hope that Vietnam will soon open an embassy in Timor-Leste, and thanked Vietnam for its ongoing cooperation in ensuring Timor-Leste’s food security.
To further ramp up comprehensive bilateral cooperation, Man proposed that both sides soon hold the first session of the Vietnam–Timor-Leste Joint Committee on Economic and Technical Cooperation to discuss specific measures for effectively tapping the cooperation potential under the existing agreements. He also urged the effective implementation of signed agreements and the swift completion and signing of bilateral documents in areas such as education and training, rice trade, consular affairs, science and technology, tourism, and clean energy during the visits of senior leaders.
Regarding parliamentary cooperation, the two leaders concurred to further forge ties between the legislative bodies through measures such as delegation exchanges; sharing legislative experience and institutional development; exchanging information to enhance parliamentary effectiveness; coordinating oversight of bilateral cooperation agreements; and facilitating comprehensive bilateral collaboration, including economic links, locality-to-locality and business connections, and people-to-people exchanges.
On international issues, both sides underlined the importance of bolstering cooperation, reinforcing solidarity, and upholding ASEAN’s central role, particularly on regional matters, while coordinating and supporting each other at regional and international forums as well as multilateral parliamentary forums.
VOV.VN - A high-level Vietnamese delegation led by National Assembly Chairman Tran Thanh Man arrived in Kuala Lumpur on the afternoon on September 16, beginning their trip to attend the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-46) and to pay an official visit to Malaysia.
