VOV.VN - The entire political system is focusing at the highest level in preparation for the election of deputies to the 16th National Assembly (NA) and People’s Councils at all levels for the 2026-2031 term, scheduled for March 15, 2026.
Le Quang Manh, member of the Party Central Committee, Secretary General of the National Assembly, Chairman of the National Assembly Office and Chief of the Office of the National Election Council, made the remarks in a recent media interview on preparations for the NA election.
He said preparations have been carried out in a synchronized, thorough and methodical manner, on schedule and in accordance with the law, under the centralized and unified leadership of the central authorities and with close coordination among agencies across the political system.
At the central level, the National Election Council has issued all 27 documents required by law and promulgated an additional 14 resolutions and guiding documents as well as 34 professional guidance documents for localities. These focus on specific tasks at the grassroots level, including consultation rounds, compilation of voter lists, organization of voter meetings, ensuring security and order, and the application of information technology, thereby ensuring consistency throughout the system and minimizing errors.
The National Election Council also advised the issuance of Conclusion No. 03 by the Politburo and the Secretariat on continuing the implementation of Directive No. 46, reaffirming the requirement to strengthen the Party’s leadership over the election in the context of changes in the organizational apparatus and management methods. This provides a basis for Party committees and local administrations to specify responsibilities, with clear assignment of individuals, tasks and timelines.
The official list of 864 candidates for the 16th National Assembly was announced ahead of the statutory deadline, ensuring the prescribed structure, composition and surplus. The processes of consultation, nomination and dossier appraisal were conducted in a serious, open and transparent manner, through multiple rounds of consideration and voter feedback at both places of residence and workplaces, thereby ensuring the quality of candidates from the outset.
At the local level, election committees were established in accordance with statutory timelines. More than 73 million voters have been publicly listed at 72,195 polling stations nationwide. Voter lists have been reviewed through multiple rounds and cross-checked with the national population database to minimize errors.
Preparations at each polling station, from ballot boxes and voting rooms to plans for security, fire prevention and contingency measures, have been developed in detail.
This election features several notable new elements. It is the first to be organized under the two-tier local government model following the rearrangement of administrative units, with broader management areas, larger populations and higher requirements for governance capacity. This directly affects the determination of structure and allocation of deputies, as well as the organization of voter meetings, requiring careful preparation.
Digital transformation has been applied throughout the process, including the connection and cross-checking of voter lists with the national population database and the use of platforms such as VNeID, contributing to greater accuracy. However, human responsibility in reviewing, verifying and taking responsibility for each stage remains decisive.
The election timeline has been shortened compared with previous terms. This does not reduce the strict requirements of each step, but requires more coordinated implementation, more scientific handling of tasks and stronger discipline.
In addition, the policy to increase the number of full-time National Assembly deputies, expected to be 145 at the central level and 55 at the local level, reflects the orientation to improve the quality of the National Assembly’s operations, in line with the requirement to further develop the rule-of-law state and enhance national governance effectiveness in the new stage.
From now until March 15, 2026 is a decisive period. The highest requirement is continued thorough review, close direction, timely handling of arising situations and strict discipline across the system. Key priorities include ensuring the accuracy of voter lists, organizing substantive voter meetings, guaranteeing comprehensive security and safety, and standardizing voting and vote-counting procedures in accordance with the law.
Election work must also be carried out in parallel with socio-economic development tasks and the maintenance of national defense and security, ensuring that production and daily life are not disrupted, while creating a stable and confident atmosphere so that election day truly becomes a nationwide democratic political event.
Based on the results achieved so far and the high level of focus across the political system, Le Quang Manh expressed confidence that the election will be organized successfully. He said he expects further improvements in the quality of NAdeputies and People’s Council deputies in the coming term, enabling them to effectively perform their legislative, supervisory and decision-making functions on important national and local issues.
He added that the success of the election will be reflected not only in voter turnout nationwide, but also in the effectiveness of elected bodies thereafter.
The election is expected to further strengthen public confidence in the Party and the State. Such confidence, he said, does not come from slogans, but from concrete actions: the public disclosure of voter lists, creating conditions for voters to meet and engage with candidates, and the timely handling of petitions and feedback. When citizens clearly feel that their right to exercise their democratic role is respected and guaranteed, that is the most profound value of a democratic election.
