Timor-Leste, Vietnam augment legal and judicial cooperation

At the meeting, Pham Binh Dam expressed his impression of Timor-Leste’s positive progress in judicial reform, legal system development and efforts to improve the effectiveness of state governance.

He affirmed Vietnam’s readiness to share its experience with Timor-Leste both bilaterally and through ASEAN legal and judicial cooperation mechanisms. He said Timor-Leste could study and selectively adopt relevant experience from Vietnam to help shorten the process of institutional reform and enhance national competitiveness.

For his part, Hornai said the legal systems of Vietnam and Timor-Leste share many similarities. Based on Vietnam’s experience accumulated over decades, he proposed that the two justice ministries launch a comparative legal research programme to identify similarities and differences, as well as relevant lessons that Timor-Leste could draw on in improving its legal system and dispute settlement mechanisms.

As Timor-Leste accelerates ASEAN integration, Hornai stated that gradually harmonising its legal framework with regional and international standards is an important requirement.

He expressed hope that Vietnam will support training and capacity-building for officials of Timor-Leste’s Justice Ministry, while sharing experience in coordination mechanisms among courts, prosecution agencies and legal professionals, as well as in dispute settlement, arbitration, extradition and combating transnational crime.

The two sides also held in-depth discussions on the role of digital infrastructure in judicial reform and the modernisation of public administration.

Regarding Telemor, a Vietnamese telecom company operating in Timor-Leste, Pham Binh Dam proposed that Timor-Leste consider appropriate incentive mechanisms and policies to enable the company to continue expanding its network, widen service coverage, expand its subscriber base, improve connectivity and gradually reduce telecommunications access costs for the public.

Vietnam also expressed readiness to share relevant experience to support Timor-Leste in developing digital infrastructure and boosting national digital transformation.

Hornai acknowledged Vietnam’s proposals and affirmed that Timor-Leste will continue efforts to resolve difficulties and offer favourable conditions for Vietnamese businesses operating and investing in the country, particularly in digital infrastructure and telecommunications.

He also pledged to coordinate in dealing with procedures related to the completion of the Vietnamese Embassy headquarters in Dili on the basis of reciprocity, mutual respect and the common interests of both nations.
