VOV.VN - General Secretary and State President To Lam has stressed that tasks under Resolution 57 will only be considered complete when they deliver products already in operation, verifiable data and practical results, rather than being reported solely through documents, meetings or plans.
The Central Steering Committee for science, technology, innovation and digital transformation held a conference at the National Assembly Building on July 1 to review 18 months of implementing Politburo Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation.
According to a report presented at the conference, Resolution 57 has helped advance science, technology and digital transformation. To date, 84% of time-bound tasks have been finalized, while more than 400 legal documents related to science, technology and digital transformation have been issued. Digital infrastructure has also improved, with 5G coverage reaching 92% of the population and VNeID surpassing 71 million digital identity accounts. The digital economy contributed 14.02% to the country’s GDP.
Concluding the conference, top leader To Lam said that amid intensifying global technological competition, implementing Resolution 57 is not only essential to avoid falling behind but also critical to safeguarding strategic autonomy and national security.
He called for a shift in mindset from merely fulfilling assigned tasks to delivering concrete outputs that directly contribute to the immediate goal of achieving double-digit growth and supporting sustainable development.
“From now on, tasks under Resolution 57 can only be considered complete when they result in operational products, verifiable data and practical benefits for users. It is no longer enough to report through documents, meetings or plans. We must be able to answer what technologies have been mastered, what data has been connected, which procedures have been cut, how much society has saved and how much has been contributed to growth,” To Lam emphasized.
Regarding national digital transformation, the top leader said the focus in the coming period must be on accelerating digital transformation across businesses and society. The digital economy currently accounts for only 14.02% of GDP, still far from the 30% target.
Digital transformation must deal with the issue of data that is accurate, sufficient, clean, live and interconnected, while also improving governance and raising labor productivity through a workforce equipped with digital skills.
The core of science and innovation lies in creating new knowledge, turning knowledge into tools, and turning those tools into new value for society. Accordingly, science and technology development strategies must focus on transforming knowledge into practical tools and generating new value for society.
National strategic technologies should receive concentrated resources to achieve technological mastery and develop concrete products, particularly in artificial intelligence, big data, robotics and automation, biotechnology and biomedicine, materials and energy, semiconductors, cybersecurity, quantum technology, unmanned aerial systems, as well as marine, ocean and underground technologies, he added.
To Lam also called on ministries and sectors to proactively improve institutions, while urging localities to move away from passively waiting for guidance and become more proactive and innovative, including through piloting new models to support institutional reform.
Businesses should be positioned at the center of the innovation ecosystem, serving as the main force in applying and commercializing research outcomes. Major economic groups should play a leading role in mastering core technologies and building Vietnamese technology brands internationally.
Meanwhile, research institutes and universities need to measure performance based on technology transfer and commercialization outcomes, while stronger policies are needed to attract talent, international experts and overseas Vietnamese intellectuals, he said.
To Lam also asked the education sector to accelerate reforms in training for basic sciences and core technologies to build a skilled workforce in the future.
