Turn foreign affairs into driver of Vietnam’s new development space: Top leader To Lam

VOV.VN - The Politburo and the Secretariat of the Party Central Committee on June 11 held a national conference in Hanoi to study, disseminate and implement Resolution No. 06, issued by the Politburo on May 19, 2026, on implementing the foreign policy guideline set out at the 14th National Party Congress.

On behalf of the Party Committee of the Ministry of Foreign Affairs, Politburo member, Secretary of the Party Committee and Minister of Foreign Affairs Le Hoai Trung presented the key contents of the Resolution and several groups of tasks for carrying out the action programme regarding the implementation of Resolution.

Building on the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development; pursuing the diversification and multilateralisation of international relations; proactively and actively integrating into the world; and being a friend, a trusted partner and a responsible member of the international community, Resolution 06 sets out the objective of developing foreign affairs in the new era in a manner commensurate with the country's historical stature, cultural heritage and position.

The Resolution outlines a number of guiding viewpoints that provide ideological orientation, notably affirming that foreign affairs and international integration are the responsibility of the entire Party, the entire people and the entire military; defining foreign affairs as a “key and regular task”; upholding strategic autonomy and national self-reliance; safeguarding national interests; and stressing implementation discipline and the effective fulfilment of international commitments.

The Resolution also sets out several major directions for the period ahead, including promoting the pioneering role of foreign affairs in preventing risks and contributing to safeguarding the country from an early stage and from afar; opening up new development space for the country; enhancing Vietnam's responsibility and contributions to dealing with issues of common concern to the international community; elevating the country's standing through the promotion of cultural soft power and resources from overseas Vietnamese; and building a comprehensive, modern and professional diplomacy capable of meeting strategic requirements in the new era.

Addressing the conference, General Secretary and President To Lam stressed that Resolution No. 06 carries special importance and is one of the Politburo's strategic resolutions.

The top leader affirmed that the Party and President Ho Chi Minh had always placed Vietnam's revolution in the context of regional and global developments and therefore attached great importance to foreign affairs.

He stressed that as the country enters a new era of development, Vietnam's foreign affairs reflect renewed thinking, clearly demonstrated through major propositions that help shape the country's foreign-policy outlook.

Foreign affairs have been identified as a “key and regular task”, playing a pioneering role in safeguarding the country from an early stage and from afar while helping create a favourable international environment for national development.

Foreign affairs must develop in a manner commensurate with the nation's stature, position and cultural identity, contributing to affirming the image of an independent, self-reliant, peaceful, cooperative and responsible Vietnam.

The foundation of foreign affairs is strategic autonomy and national self-reliance, ensuring the highest national interests, placing people at the centre of all policies and regarding contributions to the international community as a responsibility.

At the same time, foreign affairs are the responsibility of the entire Party and the entire people, drawing on the combined strength of the whole political system and the nation.

On that basis, To Lam stressed that foreign affairs work in the coming period should focus on five major orientations.

First, promoting the pioneering role of foreign affairs in maintaining a peaceful and stable environment and shaping a favourable international landscape for the country.

Second, turning foreign affairs into a driver of new development space, closely linked to the country's socio-economic development process and contributing to the attraction of external resources and favourable conditions for rapid and sustainable development.

Third, proactively participating in and contributing responsibly to addressing issues of common concern to the international community, while enhancing Vietnam's role and standing in multilateral mechanisms.

Fourth, elevating the country's standing in a manner commensurate with its historical stature, cultural identity and position, while making positive contributions to human civilisation.

In that spirit, General Secretary and President To Lam stressed the motto of “understanding thoroughly, implementing correctly, carrying through to completion and ensuring effectiveness”, calling on Party commissions, ministries, sectors and localities across the country to thoroughly grasp the Resolution and promptly translate it into action programmes and work plans.

To Lam also underlined the need for strong reforms in inter-agency and cross-sector coordination mechanisms between central and local levels, while accelerating the consolidation of leadership and coordination structures to ensure the effective implementation of the Resolution.

He expressed strong confidence that, with high political determination and the engagement of the entire political system, Resolution No. 06 would soon be put into practice, allowing foreign affairs to better fulfil its pioneering role and its role as a “key and regular task”, thereby contributing to the building of a developed, independent, self-reliant and self-strengthening Vietnam in the new period.

He expressed strong confidence that, with high political determination and the engagement of the entire political system, Resolution No 06 will soon be translated into practice, allowing foreign affairs to better fulfil its pioneering role and its role as a “key and regular task”, thereby contributing to the building of a developed, independent, self-reliant and self-strengthening Vietnam in the new period.

Following the directives of General Secretary and President To Lam, Minister of Foreign Affairs Le Hoai Trung affirmed that, immediately after the conference, the Ministry of Foreign Affairs will coordinate with relevant agencies to adopt appropriate measures to disseminate, communicate and popularise the General Secretary and President's guiding views and the contents of the Resolution throughout the political system.

At the same time, the ministry will promptly and effectively implement its action programme and implementation plan, with a clear roadmap and timetable, to quickly bring Resolution No. 06- into practice, thereby helping enhance the effectiveness of foreign affairs work and better serve the goals of national development and safeguarding the Fatherland under the new circumstances.

He added that these efforts will also help create new momentum for the country's rapid and sustainable development in a new era of a strong and prosperous nation.
