Vietnam calls for dialogue and mediation to promote lasting peace in Middle East

The call was made by Minister Counsellor Nguyen Hai Luu, Deputy Permanent Representative of Vietnam to the United Nations, at a high-level open debate of the UN Security Council held at UN Headquarters in New York on June 10.

The meeting was chaired by Colombian President Gustavo Petro Urrego as part of Colombia's presidency of the Security Council and drew participation and statements from representatives of nearly 80 UN member states.

In his briefing, UN Secretary-General António Guterres expressed concern over attacks on civilians and civilian infrastructure in Gaza, Lebanon, Iran and Yemen. He warned of the serious consequences of conflicts for global food security, energy supplies and humanitarian conditions, while underscoring the principles of the prohibition of the use of force and the peaceful settlement of disputes in accordance with the UN Charter.

Echoing the Secretary-General's assessment, representatives of many countries called for de-escalation, the promotion of ceasefires, the protection of civilians, the delivery of humanitarian assistance and the resolution of crises in the Middle East on the basis of international law, without the use of force and without double standards. They also emphasized that the Palestinian issue and the two-state solution remain key to achieving lasting peace in the region.

Addressing the meeting, Minister Counsellor Nguyen Hai Luu, Deputy Permanent Representative of Vietnam to the United Nations, expressed deep concern over the complex situation in the Middle East, including in the Strait of Hormuz, the Gaza Strip, the West Bank and Lebanon. He noted that these crises are causing immense suffering to people, disrupting trade and global energy supplies, and eroding confidence in multilateral mechanisms.

Minister Counsellor Nguyen Hai Luu affirmed that there can be no military solution to the challenges facing the Middle East and that lasting peace can only be achieved through political solutions, dialogue, mediation, confidence-building and sustained diplomacy, with the United Nations at its centre.

Luu stressed that successful mediation must be based on respect for the UN Charter, the genuine political will of the parties concerned, and the objective and consistent support of the international community. Ssovereignty, territorial integrity and political independence of states must be respected under all circumstances, and voiced opposition to the threat or use of force, as well as military attacks against sovereign states in the region, he added.

On this occasion, the Vietnamese representative called for ensuring maritime safety and security, as well as freedom of navigation and aviation,  in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He emphasized  that recent developments in the Middle East should not overshadow the Palestinian issue.

He also reaffirmed Vietnam's support for the Palestinian people's right to self-determination, full UN membership for the State of Palestine, and the two-state solution based on the pre-1967 borders, in accordance with international law and relevant UN resolutions.
