During the phone talks, held in a friendly, trusting, substantive and candid atmosphere, both PMs expressed delight at conducting their first phone talks since Vietnam’s 16th National Assembly, at its first session, completed the appointment of the Government’s leadership.

Li warmly congratulated Le Minh Hung on being elected Prime Minister and expressed appreciation for his important contributions to China-Vietnam relations in various positions he has held.

PM Hung highly valued the Chinese Party and State leadership’s view of prioritising relations with Vietnam in China’s neighbourhood diplomacy. He stressed that the Vietnamese Party and State consistently regard developing relations with China as a consistent policy, an objective requirement, a strategic and natural choice, and a top priority in Vietnam’s independent, self-reliant, self-strengthening, multilateralised and diversified foreign policy.

The two Government leaders hailed the positive progress in relations between the two Parties and countries, particularly the timely development and implementation of plans and action programmes to carry out important common perceptions reached by the senior leaders.

They agreed to maintain regular, sincere and trusting exchanges and close coordination in order to continue carrying out high-level agreements and the outcomes of Party General Secretary and State President To Lam’s highly successful state visit to China, as well as Chinese President Xi Jinping’s state visit to Vietnam in 2025.

Regarding future cooperation, PM Hung proposed that the two sides further consolidate strategic trust, effectively organise high-level exchanges and existing cooperation mechanisms, including the 3+3 Strategic Dialogue on diplomacy, defence and public security.

He also called for stronger infrastructure connectivity, the development of a multimodal transport system, priority for railway cooperation and enhanced connectivity with other countries and regions. In addition, he proposed boosting balanced and sustainable growth in bilateral trade, bringing the smart border gate model into operation at an early date, developing cross-border economic cooperation zones and facilitating trade, investment and sectoral cooperation.

Hung also expressed his hope that the two sides will further expand cooperation in science and technology, education, training of high-quality human resources and healthcare, particularly traditional medicine. He urged stronger cooperation in culture and tourism, effective implementation of the 2026-2027 Vietnam-China Tourism Cooperation Year, continued promotion of existing local cooperation mechanisms, especially among border localities, and broader cooperation between localities with strong development potential.

Li affirmed that his nation always regards Vietnam as a priority direction in its neighbourhood diplomacy. He said China stands ready to work with Vietnam to closely follow high-level common perceptions, deepen development strategy connectivity and augment practical cooperation across various sectors.

Agreeing with the Vietnamese Government chief’s proposals, Li affirmed that China is ready to expand railway cooperation and connectivity with other countries and regions; promote sectoral connectivity, agricultural trade, inspection and quarantine cooperation; encourage reputable and capable enterprises to expand high-quality investment, particularly in science and technology and innovation; bolster cooperation in energy security and power connectivity; effectively implement the 2026-2027 China-Vietnam Tourism Cooperation Year; intensify people-to-people exchanges; and effectively carry out social welfare cooperation projects.

The two PMs also exchanged views on international and regional issues of mutual concern and affirmed close coordination to ensure the success of the APEC Years hosted by China and Vietnam in 2026 and 2027, respectively. They also consented to better manage and properly handle differences, maintain peace and stability at sea, and consolidate a favourable environment for the development of each country.
