Vietnam, US to deepen Comprehensive Strategic Partnership on AMM-59 margins

At the meeting, Minister Le Hoai Trung highly appreciated Secretary Rubio’s participation and positive contributions at the ASEAN events, highlighting the US’s commitment to active engagement for peace, stability, and prosperity in the region, as well as its support for ASEAN centrality.

Affirming that Vietnam considers the US one of its top foreign policy priorities, Minister Le Hoai Trung expressed a desire to boost bilateral relations in a deep, effective, practical, and comprehensive manner, benefiting both nations while contributing to regional and global peace, stability, cooperation, and development.

On this occasion, the Vietnamese diplomat asked Secretary Rubio to convey a message from General Secretary and State President To Lam to President Donald Trump, reaffirming Vietnam's high regard for ties with the US and its commitment to driving bilateral relations forward.

Hailing the close coordination between the two diplomatic ministries since the beginning of the year, Minister Trung called on both sides to maintain their coordinating role, enhance high-level delegation exchanges, and optimize bilateral dialogue mechanisms across various fields.

Sharing this view, Secretary Rubio stressed that bilateral ties continue a positive trajectory with important results, demonstrating that joint efforts bring real benefits to both nations while promoting regional peace and development.

On economic and trade cooperation, Minister Trung reaffirmed Vietnam's resolve to work closely with the US to swiftly conclude negotiations on a reciprocal, fair, and balanced trade agreement, creating new momentum and a key foundation for a more stable and effective phase of bilateral cooperation.

He suggested maintaining constructive exchanges and resolving remaining differences with a comprehensive, long-term perspective that safeguards each side's legitimate interests. Minister Trung also requested the US to expeditiously conclude its Section 301 investigation with findings that fully reflect Vietnam's efforts, in line with the US stance supporting a strong, independent, self-reliant, and prosperous Vietnam.

Highlighting Vietnam's commitment to creating favorable conditions for long-term, high-quality US investment, Minister Trung noted that Vietnam is proactively reviewing and refining its legal framework toward greater transparency and modernization to improve the business environment and market access.

For his part, Secretary Rubio reaffirmed economic and trade ties as a key pillar of bilateral relations. He expressed hope for an early high-standard, reciprocal, fair, and balanced trade agreement to generate economic opportunities, jobs, and benefits for both countries. Secretary Rubio also agreed to jointly develop a comprehensive cooperation plan spanning trade, defence-security, science-technology, education, and people-to-people exchanges.

Regarding defence and security, both ministers consented to maintain an appropriate pace of cooperation tailored to practical needs. Minister Trung acknowledged that the US defence industry will continue its participation in the Vietnam International Defense Expo scheduled for late 2026.

The two sides agreed to step up war legacy remediation, including dioxin decontamination, unexploded ordnance clearance, disability support, the search for missing US service personnel (MIA), and the recovery and identification of Vietnamese martyrs' remains. Minister Trung appreciated US assistance in providing historical records, information, and DNA testing technology, asking the US to expand resources for these humanitarian efforts.

On regional and international issues, both ministers pledged continued close coordination. Minister Trung affirmed Vietnam's support for the US in hosting the G20 Summit in Miami, Florida, in December 2026, while Secretary Rubio confirmed active US participation and support for Vietnam’s hosting of APEC 2027.

Minister Le Hoai Trung extended an invitation to Secretary Marco Rubio to visit Vietnam at a convenient time, which the US Secretary of State accepted with pleasure.
