Building institutions to nurture entrepreneurs’ aspirations

VOV.VN - In the era of national rise, entrepreneurs play an indispensable role. To further empower their spirit of self-reliance and determination, the State must build an institutional framework that nurtures their aspirations.

Policies as a source of trust and motivation

On December 9, 2011, the Politburo issued Resolution No. 09 on developing and promoting the role of Vietnamese entrepreneurs in the period of accelerated industrialization, modernization, and international integration. The resolution affirms that the business community is a key force in the country’s industrialization and modernization process. It was the first of its kind to mark a milestone in enhancing the role of entrepreneurs.

On October 10, 2023, the Politburo issued Resolution No. 41 on developing and promoting the role of Vietnamese entrepreneurs in the new era. The resolution laid a solid foundation for the growth of the entrepreneur community, affirming that they are among the key forces driving the country’s industrialization, modernization, and international integration. It also underscores the responsibility of the Party, the State, and the entire political system to create a favorable, safe, and equitable business environment that enables entrepreneurs to exert their strength and contribute to national development.

Recently, the Politburo’s Resolution No. 68 on private economic development once again “opened the door” for enterprises and entrepreneurs to fully advance, affirming that the private sector is the most important driver of the national economy. The resolution states that developing the private sector rapidly, sustainably, and with high quality is not only a central and urgent task but also a long-term strategic goal. It calls for the complete elimination of prejudice and outdated mindsets toward the private economy, and for the building and improvement of breakthrough mechanisms and policies that facilitate private enterprises’ access to capital, land, and science and technology, aiming to foster the swift growth of large and medium-sized enterprises and regionally and globally competitive private economic groups.

Many experts believe that the resolutions on developing and promoting the role of entrepreneurs over different periods reflect the Party and State’s profound attention to the business community, underscoring their recognition of entrepreneurs’ crucial role in the country’s reform and economic development. In particular, Resolution No. 68 is considered something entrepreneurs have long awaited as it places the private sector in its rightful position in the nation’s new era, creating favorable conditions and an enabling environment for entrepreneurs to confidently advance their development.

Strengthening public-private partnership for national development

Over the 21 years since 2004, when October 13 was designated as Vietnam Entrepreneurs’ Day, the Vietnamese business community has grown significantly in both scale and capacity, now numbering around 10 million entrepreneurs across almost all sectors and industries.

Many of them have established a solid domestic presence and developed reputable brands that have expanded to regional and global markets, thereby contributing to elevating the nation’s profile on the international stage.

However, it must also be acknowledged that entrepreneurs still face numerous challenges in their production, business operations, and efforts to achieve corporate development goals.

Sharing his views on this issue, Truong Sy Ba, Chairman of the Board of Tan Long Group, expressed his hope for decisive reforms in administrative procedures to make them as streamlined as possible, thereby enabling entrepreneurs to seize business opportunities in a timely manner.

To further motivate entrepreneurs, Nguyen Quoc Ky, Chairman of the Board of Vietravel Group, said that when the State develops institutions and issues mechanisms, it must ensure they are effectively transformed to deliver real results in practice.

“The effectiveness of a policy is measured by the speed at which it reaches the marketm if it is slow or stagnant, it becomes useless,” Ky emphasized.

“For example, there have been many credit support packages worth tens or even hundreds of trillions of VND, but the disbursement rate remains very low, only a few percent. Businesses are unable to access these funds because of strict processes, procedures, and conditions. This means we have yet to institutionalize such policies in a way that best supports enterprises and entrepreneurs.”

Seeing that businesses and entrepreneurs still face limitations in accessing resources, Do Vinh Quang, Vice Chairman of T&T Group, proposed further institutional improvements and the removal of barriers to ensure the private sector has fair access to land, credit, policies, and infrastructure.

He also called for preferential medium-and long-term capital mechanisms, especially for key, capital-intensive sectors such as aviation, logistics, energy, and infrastructure. Accelerating digital transformation and simplifying administrative procedures, he added, would help enterprises save time and costs in accessing information and handling investment, land, and construction procedures.

To build a strong business community, it is essential to vigorously promote breakthroughs in the private sector, according to Dr. Le Truong Son, Rector of Ho Chi Minh City University of Law. He stressed that institutional reform remains the key to removing legal barriers, thereby ensuring private property rights, freedom of business, and equality among enterprises while creating a fair competitive environment for businesses and entrepreneurs to grow together.

Once the right institutional framework is in place, he added, entrepreneurs will be motivated to thrive and fully unleash their internal strengths.

In the era of national rise, Vietnamese entrepreneurs must continue to uphold the spirit of self-reliance and independence to make greater and longer strides, while maintaining a strong sense of responsibility toward the country’s economic development. A strong business community is the key factor in building a self-reliant and resilient economy.

However, it must once again be emphasized that the State’s companionship with businesses and entrepreneurs plays a crucial role, grounded in institutional reforms and the creation of a favorable business environment that encourages entrepreneurs to boldly expand into new industries and sectors.

It is time to promote the spirit of public-private partnership for national development, in which the State and entrepreneurs share the responsibility of boosting national development and economic growth. When enterprises face difficulties, the State should promptly step in with effective support and solutions. The “ask-give” mechanism should no longer be a barrier to business progress. Only then can the country’s entrepreneurs truly spread their wings, reach further, and play a vital role in positioning Vietnam’s economy in the trend of global integration.
