VOV.VN - The capital city of Hanoi plans to pilot restrictions on petrol-powered motorbikes from January 1 to June 30, 2026, in certain downtown areas, as part of a broader roadmap to eventually ban fossil-fueled vehicles and transition to cleaner transportation.
Under a resolution drafted by the Hanoi Department of Construction, the city also plans to ban motorbikes using fossil fuels within Ring Road 1 starting July 1, 2026, and within Ring Road 2 from January 1, 2028.
The draft proposal suggests restricting personal cars running on petrol or diesel within Ring Road 2 from January 1, 2028, and expanding the restriction to Ring Road 3 from January 1, 2030.
From 2035 to 2050, Hanoi is expected to gradually restrict non-green motor vehicles, including CNG and hybrid vehicles, within Ring Road 1 from 2035, Ring Road 2 from 2040, and Ring Road 3 from 2045, before applying a citywide restriction from 2050.
To carry out the scheme, the city will pour heavy investments into infrastructure development, including installing more electric vehicle (EV) charging stations. It will encourage vehicle manufacturers to supply green vehicles with preferential pricing and lower usage costs. At the same time, it will propose continued exemption or reduction of registration fees and license fees for electric vehicles.
Hanoi will offer direct financial incentives to residents who own petrol motorbikes and live in low-emission zones, when they switch to green vehicles.
The city will expand the electric public transportation network, converting all buses, taxis, and shuttle vehicles, with 4 to 16 seats, operating within Ring Road 1 to electric vehicles. The urban rail system will also be accelerated to meet travel demand as restrictions on personal vehicles increase.
The resolution will be submitted to the municipal People’s Council for consideration and approval in its September session.
According to the Prime Minister’s directive issued on July 12, starting from July 1, 2026, Hanoi will ban petrol-powered motorbikes within Ring Road 1. By 2028, the ban will expand to Ring Road 2, and from 2030 to Ring Road 3, with restrictions also applying to petrol and diesel cars.
Currently, Hanoi has about 6.9 million motorbikes, of which approximately 450,000 are within Ring Road 1, covering key downtown zones such as Hoan Kiem, Ba Dinh, Dong Da, and Hai Ba Trung. Studies show that petrol-powered motorbikes cause up to 60% of air pollution in the city, while about 70% of the vehicles in use are old models that are difficult to control emissions from. The city is also planning to implement motorbike emission testing from July 1, 2027.
