VOV.VN - The Government has directed the Ministry of Education and Training (MOET) to ensure the provision of a unified set of textbooks nationwide, starting from the 2026–2027 school year, instead of the three sets currently in use.
This requirement was outlined in the Government’s Action Programme to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development.
Accordingly, the Government has tasked MOET with leading the review and improvement of the general education curriculum, increasing instructional time for science, technology, informatics, and arts; ensuring the nationwide adoption of a single textbook set from the 2026–2027 school year; and implementing a roadmap to provide free textbooks for all students by 2030.
At the end of August, the Politburo issued Resolution 71, which mandates a review of the implementation of the general education curriculum to ensure the adoption of a unified national set of textbooks.
Previously, National Assembly Resolution 88 issued in 2014 on reforming the general education curriculum and textbooks advocated for “one curriculum, multiple textbook sets” and the socialisation of textbook development, ending state monopoly in publishing.
This policy has been implemented over the past five years, resulting in three socially developed textbook sets. Depending on actual conditions and needs, schools have been free to choose which textbooks to use. In fact, many schools even combine or select textbooks from all three sets for a single grade level.
With around 20 million students across 12 grade levels, hundreds of millions of textbooks have already been published.
