VOV.VN - Authorities in Khanh Hoa province are intensifying efforts to resolve land clearance and resettlement challenges to expedite the Ninh Thuan Nuclear Power Plant project, a key national strategic initiative for Vietnam’s energy security.
The project consists of Ninh Thuan 1, located in Phuoc Dinh commune, and Ninh Thuan 2, in Vinh Hai commune, both of which directly affect thousands of residents. To date, preliminary land surveys have been completed for roughly 450 hectares for Ninh Thuan 1 and over 400 hectares for Ninh Thuan 2, forming the legal basis for compensation and resettlement plans.
Despite progress, land clearance remains slower than expected, prompting provincial authorities to urge accelerated implementation. Local residents have expressed support for the nuclear project but emphasised the need for transparent, fair compensation and improved living conditions at new resettlement sites.
The resettlement component of Ninh Thuan 1, approved for implementation from 2025 to 2030, is budgeted at approximately VND6,700 billion (about US$280 million). The plan includes comprehensive infrastructure, covering transportation, electricity, water, schools, health centers, markets, cultural and community facilities, and places of worship.
Khanh Hoa officials are also coordinating with central ministries to propose amendments to National Assembly Resolution 189/2025, focusing on compensation for agricultural land, livelihood support, vocational training, and employment for affected communities.
Nguyen Long Bien, Standing Vice Chairman of the Khanh Hoa People’s Committee, instructed local authorities to oversee and expedite resettlement work, targeting the start of the Ninh Thuan 1 resettlement site in January 2026, which is considered essential for accelerating the overall project timeline.
Authorities stress the urgency and responsibility of local governments in ensuring smooth relocation and resettlement for affected residents while maintaining project safety and strategic energy objectives.
VOV.VN - Prime Minister Pham Minh Chinh has requested relevant agencies to urgently resolve outstanding issues, particularly regarding mechanisms and policies, in order to expedite the implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.
