VOV.VN - Party General Secretary and State President To Lam has emphasized that Vietnam needs to recognise culture as a pillar of development and a new driver of growth, with cultural values reflected in policymaking across economics, politics, education and other fields.
Speaking at the second meeting of the Central Steering Committee for the Development of Vietnamese Culture at the Party Central Committee headquarters on July 13, attended by Prime Minister Le Minh Hung and Permanent member of the Party Central Committee's Secretariat Tran Cam Tu, the top leader praised ministries, sectors and localities for their implementation of Politburo Resolution No. 80 and related action programmes.
He said, however, that the first half of the year had revealed a considerable gap between policy and tangible outcomes, and between action programmes and their practical impact.
Vietnam should shift from treating culture as merely one area of development to recognising it as the spiritual foundation of society, a pillar of development and a new driver of growth whose values should be reflected in policymaking across the economy, politics, education, science and technology, national defence, security, foreign affairs and national governance.
He also called for cultural development to extend from traditional cultural spaces into both physical and digital spaces, while building independent capabilities in Vietnamese cultural data, digital platforms and content, describing them as an important component of national sovereignty in the digital era. At the same time, he underlined the need to selectively embrace the best of world cultures to further enrich Vietnam's national cultural identity.
To Lam asked ministries, sectors and localities to continue improving the institutional framework to unlock creativity across society while mobilising, allocating and using resources more effectively for cultural development. He also called for reviewing, updating and refining cultural development strategies, plans and programmes to meet the requirements of the new stage, with a focus on the Vietnam Cultural Development Strategy to 2035, with a vision to 2045, while ensuring consistency between cultural and socio-economic development goals.
He said Vietnam should gradually shift from a culture management mindset to a development-enabling mindset, encourage the creative role of the people and promote greater participation by businesses, social organisations and communities. He called for mobilising resources from both the state and the private sector to build an advanced Vietnamese culture imbued with national identity, enhance its competitiveness and outreach in the new era, strengthen cultural sovereignty in the digital space, and increase the appeal, reach and protection of Vietnam's traditional cultural values.
To Lam also urged stronger efforts to build cultural sovereignty in the digital space and enhance the appeal, reach and protection of Vietnam's traditional cultural values. He directed the Government Party Committee to develop and implement a national digital cultural space programme, improve policies for developing Vietnamese digital cultural platforms, communication channels, ecosystems and content, and establish mechanisms to encourage participation by the state, businesses and social organisations in producing and promoting high-quality cultural products with international competitiveness.
Building cultural sovereignty in the digital space should be recognised as an important part of developing an advanced Vietnamese culture imbued with national identity. The digital space, should not only serve as a platform for bringing cultural values into a new environment, but also become a space where Vietnamese culture is recognised, appreciated, widely shared and capable of helping shape social values, he stressed
The top leader directed the Party Central Committee's Commission for Information, Education and Mass Mobilisation to coordinate with relevant agencies in raising public awareness of Vietnamese cultural values and renewing communication methods, particularly on digital platforms, to bring the national value system, cultural values, family values and standards of Vietnamese people closer to the public, especially younger generations.
