EU-Vietnam Partnership set for deeper cooperation and tangible results

VOV.VN - Vietnam has reaffirmed its high priority on relations with the European Union, with both sides seeking to translate their Comprehensive Strategic Partnership into practical projects spanning clean energy, strategic infrastructure, technology, trade and investment.

Prime Minister Le Minh Hung reaffirmed Vietnam’s commitment to its relations with the EU and its member states during his reception for EU Ambassador and Head of the EU Delegation to Vietnam Julien Guerrier and ambassadors and chargés d’affaires of EU member states in Hanoi on October 12.

He expressed Vietnam’s wish to make effective use of the upgraded partnership framework amid major changes in the domestic and global economic landscape.

Turning the upgraded partnership into practical cooperation

PM Le Minh Hung noted that Vietnam-EU relations have developed substantially over 36 years of diplomatic ties. Vietnam is the first Southeast Asian country to establish a Comprehensive Strategic Partnership with the EU, which is Vietnam’s fourth-largest trading partner, third-largest export market and fifth-largest import market.

Amidst complex global and regional developments, he highlighted the need for closer coordination in addressing shared challenges and securing long-term benefits. Priorities include more frequent exchanges at all levels, closer coordination at multilateral forums, stronger defence and security cooperation, and expanded collaboration in emerging strategic fields such as science and technology, innovation, critical raw materials, strategic infrastructure, energy transition, digital transformation and green transition.

Energy cooperation offers significant scope for further engagement, particularly in new energy sources, green hydrogen and ammonia production technologies, offshore wind power and the modernisation of energy infrastructure.

The Prime Minister also highlighted opportunities in strategic transport infrastructure, including high-speed railways, urban rail systems, seaports and aviation. EU partners could contribute capital, technology and workforce training, while European businesses are encouraged to participate in investment projects.

Education and human-resource development are also priorities. PM Hung highlighted the need to expand educational cooperation, academic exchanges and high-quality workforce training through programmes such as Erasmus+. He also expressed the hope that EU member states would continue facilitating the integration of Vietnamese communities into their host societies, enabling them to serve as bridges between Vietnam and Europe.

EU signals strong interest in broader economic ties

On trade and investment, Prime Minister Le Minh Hung stressed the importance of fully implementing the EU-Vietnam Free Trade Agreement (EVFTA) and completing ratification of the EU-Vietnam Investment Protection Agreement (EVIPA) at an early date to facilitate two-way trade and investment. He also sought EU support for the European Commission’s early removal of its “yellow card” warning over illegal, unreported and unregulated (IUU) fishing.

The Prime Minister welcomed the EU’s recognition of Vietnam’s efforts to improve its legal framework and strengthen tax cooperation, following the country’s removal from the EU’s list of non-cooperative jurisdictions for tax purposes. He emphasised that both sides should continue dialogue and use existing bilateral mechanisms to ensure that tax-related issues do not adversely affect their Comprehensive Strategic Partnership.

For his part, Ambassador Guerrier described Vietnam-EU relations as increasingly substantive, reliable and dynamic. He said Vietnam played a very important role amid complex global developments, making stable and reliable cooperation with the country particularly important for the EU.

The ambassador highlighted substantial opportunities to expand cooperation in green transition, supply chains, transport, strategic infrastructure, critical raw materials, science and technology, defence and security, and other areas of mutual interest. Drawing on Europe’s strengths in advanced technologies, high-quality products and solutions suited to Vietnam’s development needs, he said EU businesses are interested in expanding investment and cooperation in these sectors.

Guerrier reaffirmed the EU’s commitment to accompanying Vietnam in its new phase of development.

The two sides agreed to prepare thoroughly for upcoming high-level diplomatic engagements and accelerate the translation of their Comprehensive Strategic Partnership into practical cooperation programmes and projects with a long-term vision, providing fresh momentum for broader and more effective relations.
