VOV.VN - Prime Minister Pham Minh Chinh on October 24 received Lao General Secretary and President Thongloun Sisoulith who arrived for the signing ceremony of the United Nations Convention against Cybercrime (the “Hanoi Convention”).
Prime Minister Chinh expressed great appreciation for General Secretary and President Thongloun Sisoulith’s personal attendance, affirming that it would contribute significantly to the success of the signing ceremony and further reflect the special bond of solidarity and friendship between the two Parties, two States, and the peoples of Vietnam and Laos.
The two leaders exchanged views on Vietnam – Laos cooperation and agreed that the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos have continued to grow strongly in recent times.
They noted that high-level leaders of the two countries frequently meet and exchange views through bilateral visits as well as meetings at regional and international forums, thereby deepening cooperation in politics, defence, security, economy, education, culture, and people-to-people exchanges.
In the first nine months of 2025, bilateral trade turnover reached US$2.4 billion, an increase of 57.1% compared to the same period in 2024. Of the total, Vietnam’s exports to Laos were US$884.5 million, up 79.9%, and imports from Laos were US$1.5 billion, up 46%.
Vietnam has always placed the highest priority on its unique and special relationship with Laos and will strongly and comprehensively support the Lao Party, State, and people in their efforts to safeguard, build, reform, and develop the country, affirmed the PM.
He also expressed deep sympathy for the severe losses caused by recent natural disasters and flooding in Laos, which have affected people’s lives and livelihoods. He believed that, under the timely and effective direction of the Lao People’s Revolutionary Party and the Lao Government, affected areas would soon overcome the consequences and stabilise people’s lives.
For his part, Lao General Secretary and President Thongloun Sisoulith extended his heartfelt condolences to the Vietnamese Party, Government, and people over the damage caused by recent floods in northern Vietnam.
The Party, State, and people of Laos will always stand shoulder to shoulder with the Party, State, and people of Vietnam in all circumstances,” he affirmed.
He expressed his pleasure at attending the signing ceremony of the “Hanoi Convention”, calling it a historic milestone that marks the international community’s joint efforts to establish a global legal framework to combat cybercrime.
The “Hanoi Convention” not only enhances Vietnam’s international image and reputation but also promotes the country’s rising role and position in the region and the world at large, he said.
The Lao leader agreed with PM Chinh’s assessment of the positive outcomes in bilateral cooperation, noting that many important projects had been completed or would be completed in 2025 as planned.
He also informed his host about Laos’s ongoing efforts to implement the Resolution of the 11th Congress of the Lao People’s Revolutionary Party, the 9th five-year national socio-economic development plan, as well as its preparations for the 12th National Party Congress scheduled for early 2026.
The two leaders agreed to enhance coordination, effectively and promptly implement key joint projects, and organise meaningful diplomatic and commemorative activities marking major anniversaries of the two Parties and two countries in the coming time.
