VOV.VN - Vietnamese General Secretary and President To Lam and Australian Prime Minister Anthony Albanese will deepen the Vietnam-Australia Comprehensive Strategic Partnership, with science and technology, innovation and digital transformation emerging as new drivers alongside stronger economic, security and people-to-people ties.
The agreement was reached during talks in Canberra on August 11 between Australian Prime Minister Anthony Albanese and Vietnamese General Secretary and President To Lam who is in Australia on a state visit from August 9-12.
PM Albanese warmly welcomed the Vietnamese leader’s visit, which he said is of great significance as bilateral relations continue to develop strongly, particularly since the two countries upgraded their ties to a Comprehensive Strategic Partnership in March 2024.
Amid growing global uncertainty, PM Albanese stressed the importance of closer cooperation between Australia and Vietnam across a range of areas. He also expressed his admiration for Vietnam’s remarkable socio-economic development and spoke highly of the Vietnamese leader’s keynote address at the 23rd Shangri-La Dialogue in Singapore in May, saying it reflected Vietnam's vision for regional peace and stability.
General Secretary and State President To Lam congratulated Australia on its socio-economic achievements and affirmed that Vietnam attaches importance to Australia's role and position, as well as to the close and trusted Comprehensive Strategic Partnership between the two countries.
He described Australia as a trusted friend and partner, and desired to further elevate bilateral relations.
The two leaders expressed satisfaction with the strong development of Vietnam-Australia relations more than five decades after the establishment of diplomatic ties, with political trust and mutual understanding continuing to deepen.
They welcomed the effective implementation of the 2024-2027 Action Programme to implement the Comprehensive Strategic Partnership, noting positive results across all six pillars of bilateral cooperation.
Defence and security cooperation has continued to deepen, while two-way trade doubled over the past five years to more than US$14 billion in 2025. Cooperation in education and training, development assistance, science and technology, innovation and people-to-people exchanges has also expanded.
Against this backdrop, the two leaders reached broad agreement on major directions to further deepen and broaden bilateral relations, meeting the development needs of both countries while responding to changes in the regional and international environment.
They agreed to strengthen the political foundation of bilateral ties through increased high-level and other exchanges, while expanding defence and security cooperation, including in cybersecurity, combating transnational crime and addressing non-traditional security challenges.
Economic, trade and investment cooperation featured prominently in the talks. The two leaders stressed the need to make better use of the complementary strengths of the two economies, leverage the free trade agreements to which both countries are parties, remove barriers and facilitate business activities.
They set a target of raising two-way trade to US$20 billion, alongside promoting supply-chain linkages, high-quality investment and cooperation in the green economy, digital economy, new energy and future industries.
A key direction agreed during the talks was to make science and technology, innovation and digital transformation new drivers of bilateral relations.
The two sides agreed to expand cooperation in strategic fields including artificial intelligence, semiconductors, quantum technology, biotechnology, biomedicine, marine research, critical minerals and green hydrogen.
They will also promote joint research projects, strengthen connections among universities, research institutes and businesses, work towards establishing a Vietnam-Australia technology connectivity ecosystem and develop high-quality human resources.
The two leaders further agreed to foster green and sustainable development and climate change adaptation, contributing to their net-zero emissions goals.
The two leaders welcomed solid results in education, training and human resource development and pledged to strengthen connections among universities, research institutes, educational institutions and vocational training establishments.
They will promote knowledge and experience sharing and cooperation in training high-quality human resources to support emerging areas of bilateral cooperation.
Party General Secretary and State President To Lam welcomed the effective operation of the Vietnam-Australia Centre at the Ho Chi Minh National Academy of Politics in Hanoi and its contribution to training Vietnam’s ranking officials.
PM Albanese thanked the Vietnamese Government for creating favourable conditions for Australian universities, including RMIT University, to operate sustainably and effectively in Vietnam.
The two leaders also welcomed programmes and initiatives promoting people-to-people connections and knowledge sharing, including the Australia-Vietnam Policy Institute (AVPI), the Vietnam Policy Research Centre at the Australian National University and the Australia-Vietnam Strategic Technology Centre (AVSTC).
They encouraged stronger cooperation in culture, tourism and people-to-people exchanges.
Party General Secretary and State President To Lam asked Australia to continue facilitating opportunities for Vietnamese students to study, work and gain experience in the country, while encouraging the Vietnamese community in Australia to grow, remain united and serve as an effective bridge of friendship between the two countries.
On regional and international issues, the two leaders stressed the need to strengthen coordination at multilateral forums, particularly the United Nations, ASEAN and ASEAN-led mechanisms.
They vowed to promote dialogue, build trust, respect international law and the UN Charter, safeguard the security, safety and freedom of navigation and overflight, and settle disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Vietnam affirmed its readiness to work with Australia to strengthen connections with Southeast Asia, promote ASEAN centrality and contribute to a peaceful, stable, sustainable and inclusive region.
Following the talks, General Secretary and State President To Lam and Prime Minister Albanese witnessed the signing and exchange of a number of cooperation documents in science and technology, innovation, the digital economy, education and training and other fields.
The two leaders instructed their ministries and agencies to swiftly implement the agreements, turning the strategic directions agreed at the highest level into concrete programmes, projects and results.
They expressed confidence that strong political trust, increasingly intertwined interests and new drivers of cooperation would take Vietnam-Australia relations into a deeper phase of development, bringing practical benefits to the two peoples and businesses, contributing positively to peace, stability, cooperation and development in the Indo-Pacific and beyond.
