VOV.VN - Vietnam is calling for reforms to the UN Security Council’s working methods to make the body more effective, transparent and responsive to a changing international environment, as part of broader efforts to strengthen its representativeness and effectiveness.
The call was made by Minister-Counsellor Nguyen Hai Luu, deputy permanent representative of Vietnam to the United Nations, during an open debate on the Security Council’s working methods chaired by Denmark at UN Headquarters in New York on August 19.
Luu said improving working methods is an urgent requirement for strengthening the Council’s effectiveness, credibility and ability to adapt as increasingly complex crises challenge international peace and security.
Vietnam called on the Council to address procedural bottlenecks, particularly those related to the appointment of presidents and vice-presidents of its subsidiary bodies.
He also stressed the need for greater transparency through substantive dialogue and timely, regular consultations with UN member states, particularly in the process of selecting the UN Secretary-General.
Vietnam further called for all Council members to have appropriate opportunities to chair bodies and contribute to the drafting of Council documents, while ensuring that countries directly concerned are adequately involved in relevant discussions and drafting processes.
According to the Vietnamese diplomat, improving working methods should not be treated merely as a matter of technical or procedural adjustments, but should form part of a broader effort to reform the Security Council toward a more representative and effective body.
The open debate was attended by all Security Council members as well as a large number of other UN member states.
Shamila Kandiah-Thompson, executive director at Security Council Report, said improving working methods is important to helping the Council manage political disagreements, maintain its functioning and make more effective use of the tools available to fulfill its responsibility for maintaining international peace and security.
She said the Council should address outstanding issues in the allocation of presidencies of its subsidiary bodies, strengthen transparency in the consideration and selection of candidates for the next UN Secretary-General and improve coordination with the Secretary-General on conflict prevention.
Speakers broadly emphasised the need to improve the Council’s effectiveness, preserve its ability to act and strengthen its role, while highlighting consultation, consensus and the responsibility of Council members, particularly the permanent members.
The Council’s elected members also issued a joint statement calling for a stronger role and voice for non-permanent members in negotiations, drafting Council documents and the allocation of responsibilities. They also urged permanent members to exercise their veto power responsibly.
