16th National Assembly opens first extraordinary session in Hanoi

VOV.VN - The 16th National Assembly of Vietnam opened its first extraordinary session in Hanoi on August 3 to deliberate a broad legislative agenda, special policy mechanisms and key personnel matters aimed at implementing the Party’s major decisions and supporting the country’s next stage of development.

The session is scheduled to be held in two phases, with the first running from August 3 to 13, and the second from August19 to 24. Lawmakers are expected to work for about 17 days, including two Saturdays and two Sundays, reflecting the scale and urgency of the legislative agenda.

Following a preparatory meeting, National Assembly Chairman Tran Thanh Man delivered the opening address.

During the session, lawmakers are set to consider and decide on 33 items, including 15 draft laws, four draft resolutions for adoption, seven draft laws for first reading and a range of other major national issues.

Among the bills scheduled for approval are amendments to the law on petroleum, the law on grassroots mediation, the law on law dissemination and education, as well as the new law on urban development. Lawmakers will also consider amendments affecting banking, telecommunications, technology transfer, national defense, agriculture, environmental protection, publishing and state compensation.

The National Assembly is also expected to adopt several resolutions introducing special mechanisms and policies, including measures to accelerate projects serving the APEC 2027 summit in Phu Quoc Special Zone, policies addressing legal issues related to the state sector, the private sector, science and technology, innovation and digital transformation, as well as mechanisms for resolving issues involving wind and solar power projects.

Another resolution will replace Resolution No. 96/2019/QH14 governing crime prevention and control, the operation of the People's Procuracy, the People's Courts and judgment enforcement.

Extraordinary sessions are convened in addition to the National Assembly's two regular annual meetings to promptly institutionalise the Party's major decisions and address urgent national issues. During the interval between the two phases, relevant agencies will incorporate lawmakers' feedback and finalise draft laws and resolutions before they are submitted for approval.
