VOV.VN - The Government has approved a proposal to establish Quang Ninh as a centrally governed city, paving the way for the plan to be submitted to the National Assembly for consideration as part of the country's strategy to expand its network of key growth centres.
The Government has approved the dossier for a proposal to establish Quang Ninh as a centrally governed city under Resolution No. 202/NQ-CP, issued on July 27.
The resolution endorses the proposal submitted by the Ministry of Home Affairs and authorises the ministry to finalise the dossier, incorporate feedback from government members, and complete the draft National Assembly resolution in accordance with legal procedures.
The Government’s approval follows the conclusion of the 14th Party Central Committee's third plenum, which endorsed the policy of establishing Quang Ninh and Bac Ninh as centrally governed cities. The move is part of Vietnam’s broader strategy to create new economic growth poles and strengthen regional development by expanding the country's system of major urban centres.
Located in northeastern Vietnam, Quang Ninh has emerged as one of the country's fastest-growing provinces in recent years. Last year saw Quang Ninh record GRDP growth of 11.89%, with its economy valued at more than VND368 trillion (US$14.1 billion) and state budget revenue reaching approximately VND84.5 trillion. The locality is targeting growth of more than 12.5% in 2026, per capita GRDP of around US$11,800 and budget revenue of VND100 trillion.
Quang Ninh serves as an important economic hub with strengths in industry, logistics, tourism and cross-border trade, supported by an extensive transport network that includes expressways, deep-water seaports, an international airport and international border gates.
The province is also home to Ha Long Bay, a UNESCO World Heritage Site that remains one of Vietnam’s most internationally recognised tourist destinations, alongside a growing network of industrial parks, economic zones and modern urban developments.
The Government expects the establishment of Quang Ninh as a centrally governed city to create new momentum for economic growth, improve urban governance, strengthen regional connectivity and enhance the province's attractiveness to domestic and foreign investors.
