Quang Ninh, Bac Ninh set to become Vietnam's next centrally governed cities

VOV.VN - Vietnam's Party Central Committee has approved in principle the establishment of Quang Ninh City and Bac Ninh City as centrally governed municipalities, marking a significant step in the country's strategy to reshape its development landscape and foster new regional growth engines.

The decision, announced at the closing session of the third plenum of the 14th Party Central Committee on July 24, forms part of broader efforts to strengthen urban governance, promote regional connectivity and support sustainable economic development.

Creating new growth poles

Speaking at the closing ceremony, Party General Secretary and State President To Lam stressed the approval reflects a new approach to organising national development space and allocating resources more effectively.

Rather than representing a simple administrative adjustment, the move aims to establish new urban growth centres capable of driving innovation, attracting investment and strengthening regional competitiveness.

At the opening of the plenum on July 20, the top leader said that upgrading the two localities to centrally governed city status should deliver tangible improvements in governance capacity, resource mobilisation and development momentum.

Changing administrative status must translate into stronger governance, more efficient resource allocation and broader development impacts, he said.

He also called for comprehensive assessments of infrastructure readiness, financial capacity, operating costs and social impacts to ensure the new administrative models generate long-term value for local communities as well as the national economy.

Quang Ninh targets green maritime urban development

The proposal to establish Quang Ninh City as a centrally governed municipality was endorsed in principle by the Politburo in April 2026.

Under the development plan, Quang Ninh is expected to become a modern, green and culturally distinctive coastal metropolis by integrating its urban, maritime, island, border and heritage resources into a unified development model.

The province plans to move beyond conventional administrative planning toward a multi-centred urban ecosystem that combines marine industries, cross-border trade, cultural heritage, tourism and creative industries.

Science, technology, digital transformation and innovation have been identified as the main drivers of future growth, supported by continued investment in expressways, high-speed rail, seaports, airports and smart-city infrastructure.

The strategy builds on the province's strong economic performance. In 2025, Quang Ninh recorded GRDP growth of 11.89%, with its economy valued at more than VND368 trillion (US$14.1 billion) and state budget revenue reaching approximately VND84.5 trillion. The locality is targeting growth of more than 12.5% in 2026, per capita GRDP of around US$11,800 and budget revenue of VND100 trillion.

Bac Ninh aims to become a high-tech manufacturing hub

The Politburo also approved in principle the establishment of Bac Ninh City as a centrally governed municipality in June 2026.

Following its merger with neighbouring Bac Giang province in July 2025, the new locality covers approximately 4,700 square kilometers and has a population of more than 3.6 million, creating one of the largest industrial and innovation centres in northern Vietnam.

According to the approved development orientation, Bac Ninh will be developed as a smart, green and modern city alongside preserving the cultural identity of the historic Kinh Bac region.

The city is set to strengthen its position as Vietnam's leading electronics manufacturing hub while expanding into semiconductor production, integrated circuits, artificial intelligence and other advanced technologies, allowing it to participate more deeply in global value chains.

Alongside industrial development, authorities plan to continue investing in integrated road, rail, inland waterway and air transport networks, as well as modern logistics infrastructure, to improve connectivity with major economic centres across northern Vietnam.

Bac Ninh's economy expanded by 10.3% in 2025, placing it among Vietnam's fastest-growing localities and providing a solid foundation for its transition to centrally governed city status.

The approval of Quang Ninh City and Bac Ninh City reflects a broader shift in Vietnam's development strategy, with greater emphasis on creating dynamic urban centers capable of supporting long-term economic transformation.

Instead of focusing primarily on administrative expansion, the centrally governed municipalities are expected to become modern growth poles with stronger governance, greater capacity to mobilise investment and wider regional spillover effects, contributing to Vietnam's goal of achieving faster, more sustainable and innovation-driven growth.
