VOV.VN - Party General Secretary To Lam on December 17 urged stronger and more decisive efforts to improve the legal and institutional framework, stressing that legal bottlenecks must not hinder national development as Vietnam is entering a new phase of development.
Chairing the second meeting of the Central Steering Committee on Institutional and Legal Reform in Hanoi, the General Secretary noted that 2026 will be a critically important year, marking the first year of implementation of resolutions adopted at the 14th National Party Congress. He underlined the need to bring Party resolutions into practice without delay.
To do the task, the Party leader asked relevant Party committees, ministries and localities to promptly institutionalise major policy orientations set out in the 14th Party Congress documents; expedite the issuance of guiding documents to implement 51 laws and eight resolutions recently passed by the National Assembly; and remove remaining legal obstacles as quickly as possible.
He specifically requested the swift resolution of the eight outstanding legal petitions still pending in 2025, the handling of 317 complex legal cases in 2026 according to approved roadmaps, and proactive responses to new legal issues arising from practice.
The goal is to complete the overall formulation of the legal system toward a modern, scientific and coherent structure that is streamlined, consistent and accessible, especially for citizens and businesses, said the top leader.
Reports at the meeting show that since the committee’s first session, Party committees within the Government and ministries had reviewed 2,088 petitions and recommendations, of which 787 were identified as stemming from legal and regulatory constraints. Authorities expect to resolve 462 out of 470 urgent cases in 2025, reaching 98.3%, in line with the Politburo’s Resolution 66, which aims to largely remove legal bottlenecks by the end of this year.
Concluding the meeting, General Secretary To Lam praised committee members for their strong sense of responsibility, noting that the implementation of Resolution 66 has already delivered clear progress, with several breakthroughs in institutional and legal reform to meet national development needs.
However, he cautioned that the achievements so far represented only an initial step, as evolving realities continue to pose new demands. He called for stronger, more effective implementation, stressing that “good results must now be made even better.”
The Party chief also agreed in principle with proposals to strengthen legal frameworks for anti-corruption, anti-waste and misconduct prevention, urging relevant Party bodies, courts and prosecutorial agencies to fully translate Party policies into law. He further tasked the Party Central Committee’s Internal Affairs Commission with reviewing 20 years of implementing a key Party resolution on anti-corruption, so as to draft a new resolution to be submitted to the Party Central Committee.
