VOV.VN - Prime Minister Pham Minh Chinh has called for institutional reforms, technology transfer and stronger domestic capacity to develop a unified and self-reliant railway industry and to support long-term economic growth.
Addressing the seventh meeting of the Steering Committee for key national railway projects in Hanoi on March 3, the PM highlighted the significant role Vietnam’s railway sector plays in national development and reminded that this year marks the sector’s 145th anniversary. However, he pointed out, over that long period, few new railway lines have been constructed, and some routes have even ceased operation.
The PM noted that since the establishment of the Steering Committee, implementation has become more proactive, with several urban railway projects launched in Hanoi and Ho Chi Minh, but overall progress remains limited compared to national development needs. He urged members to maintain a spirit of responsibility and bold thinking to build a railway system with unified standards and integrated operations nationwide.
Vietnam currently lacks a comprehensive railway industry and has yet to achieve technological self-reliance. According to the Prime Minister, this requires a shift in mindset, stronger institutional adjustments and immediate corrective measures to ensure system-wide consistency.
If successfully implemented, major railway projects, particularly the North–South high-speed railway and cross-border lines such as the Lao Cai–Hanoi–Hai Phong route, could lay the foundation for double-digit economic growth. The projects are expected to reduce logistics costs, enhance export competitiveness, ease congestion in major cities, expand industrial and urban development space, and stimulate the growth of a broader railway services ecosystem.
The North–South high-speed railway, in particular, presents significant technical and engineering challenges due to its scale and complex terrain. The Government has emphasised the importance of selecting appropriate technologies and ensuring meaningful technology transfer from foreign partners.
The Prime Minister called for development driven by national capacity and self-reliance, stressing that domestic resources should play a decisive and long-term role, while external resources should serve as catalysts for breakthroughs. He also highlighted the need to promote digitalisation, green transformation, efficiency optimisation, smart governance and harmonised benefits among the State, businesses and citizens.
At the meeting, relevant ministries and localities were instructed to accelerate feasibility studies, land clearance, compensation and resettlement processes, and to report on progress related to technology selection and international railway connectivity.
According to the Ministry of Construction, since the sixth meeting of the Steering Committee, 22 tasks have been assigned to ministries and localities. Eight have been completed, 12 are on schedule, and two remain delayed due to the need for further inter-agency consultation.
Legal and institutional frameworks for railway investment have largely been completed, with the National Assembly issuing three laws and two resolutions, and the Government promulgating multiple decrees to facilitate project implementation.
Human resource development is also being prioritised to ensure the long-term sustainability of Vietnam’s railway industry.
