Vietnam must break from old growth models to achieve double-digit expansion, PM says

VOV.VN - Vietnam will need a fundamental shift in development thinking, institutional reform and innovation-driven growth to achieve its target of annual economic expansion of more than 10% during the 2026-2030 period, Prime Minister Le Minh Hung said on June 13.

The remarks were made at the launching ceremony of the nationwide emulation movement towards the double-digit growth target, held in Ho Chi Minh City.

Double-digit growth requires new thinking and new approaches

Addressing the event, the Prime Minister said the 14th National Party Congress has opened a new development phase for Vietnam, with the goal of becoming a developing country with modern industry and upper-middle-income status by 2030, and a developed high-income economy by 2045.

According to him, achieving these goals will require the economy to maintain rapid and sustainable growth of at least 10% annually during the 2026-2030 period.

“Double-digit growth cannot be achieved through old approaches, old thinking or outdated methods. It requires strategic vision, breakthrough thinking, decisive action, sustainable growth and improvements in people’s well-being,” he said.

He called on ministries, localities, businesses and citizens to strengthen their efforts and contribute to the country’s development objectives in the new era.

Institutional reform and innovation identified as key drivers

The Prime Minister emphasised that reforming institutions and public administration would be among the most important tasks.

Government agencies at all levels were urged to remove regulatory bottlenecks, streamline administrative procedures, unlock development resources and create a more favourable business environment.

Science and technology, innovation, digital transformation and the green transition were identified as the most important drivers for improving labour productivity, growth quality and economic competitiveness.

The Government leader also called for stronger support for innovation models, high-tech zones, digital government initiatives, digital society development and startup ecosystems.

Accelerating infrastructure development

Another pillar of the strategy is the development of modern infrastructure, particularly transportation networks, digital infrastructure, energy systems and logistics facilities.

Localities were encouraged to launch targeted campaigns to accelerate key projects and resolve long-delayed developments in order to free up resources for growth.

The Prime Minister stressed the need to build a modern, professional and service-oriented public administration system capable of responding more effectively to citizens and businesses.

He also urged public officials to embrace innovation, strengthen accountability and demonstrate greater willingness to take responsibility for decisions made in the public interest.

Growth must improve people’s lives

The Prime Minister emphasised that economic growth should be accompanied by efficient public spending, stronger anti-waste measures and improved use of national resources.

At the same time, efforts in national defence, security, foreign affairs, education, health care, environmental protection and social welfare must advance in parallel to ensure sustainable development.

According to the Prime Minister, economic expansion must go hand in hand with social progress and equality so that all citizens can benefit from the country’s achievements.

“I firmly believe that under the Party’s leadership, with the determined engagement of the entire political system, the support of the people and armed forces, and the dynamism and creativity of the business community, this emulation movement will create new momentum and fresh drivers for growth,” he said.

Representatives from Ho Chi Minh City, the Ministry of Construction, Vietnam National Industry and Energy Group, and the business community also voiced support for the initiative during the ceremony.
