Personnel planning not about reserving "seats" for officials: Top leader To Lam

VOV.VN - Personnel planning is a process of preparation, training, verification, and substantive screening, not about reserving "seats" for officials.

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam made the statement while chairing a meeting with 701 cadres planned for leadership positions under the management of the Party Central Committee’s Secretariat, in Hanoi on August 26.

The event was co-chaired by Politburo member and standing member of the Secretariat Tran Cam Tu, and Politburo member, Secretary of the Party Central Committee, and Head of the Party Central Committee’s Organization Commission Nguyen Duy Ngoc.

In his speech, top leader To Lam stated that the event aimed to candidly assess the realities of personnel planning, training, and utilization, identifying limitations to establish higher standards in the new development phase. Positioning at the intersection between the central and local levels, and between policy and action, these cadres must demonstrate their future leadership prospects through the quality of their current performance.

He emphasized that being included in the planning represents organizational recognition, but it is not a promise of office, not an entitlement to succession, nor a position to wait for one's turn. The personnel planning process must be genuinely "open" and "dynamic," without lowering standards or allowing personal relationships and local interests to influence selections.

To meet the demands of the new era, the Party and State leader requested planned cadres to focus on five core requirements: First, maintain political resolve and integrity, demonstrated through impartiality in personnel deployment, truthfulness in reporting, consistency between words and deeds, and courage in defending what is right and taking responsibility.

Second, elevate strategic thinking while excelling in practical implementation. The Party requires leaders who possess strategic vision yet demonstrate strong execution, remaining decisive while strictly adhering to principles, with tangible outcomes and public benefit serving as the ultimate benchmarks.

Third, foster teamwork and nurture successors. Officials must refrain from passive waiting, duty evasion, or overstepping authority, while knowing how to utilize individuals more talented than themselves without envy toward outstanding figures.

Fourth, stay close to the people and practical realities, avoiding viewing life merely through reports and statistics, while actively listening to differing perspectives and deeply understanding the legitimate needs and difficulties of the public.

Fifth, substantially innovate post-planning management, evaluating officials based on concrete results rather than paper profiles, using demanding assignments and job rotations to test and sharpen capability.

The top leader particularly underscored the necessity of fostering an environment that protects officials who dare to think, act, and take responsibility for the common interest. This protection must go hand in hand with comprehensive power control across all stages, resolutely curbing the buying of office and power, localism, cronyism, and group interests.
