Politburo places intellectual property at heart of national development strategy

VOV.VN - Vietnam’s Politburo has identified intellectual property as a key component of the national development strategy, as well as strategies for science, technology and innovation, strategic industries and high-quality human resources development.

On behalf of the Politburo, Politburo member and member of the Party Central Committee’s Secretariat Tran Cam Tu signed and issued the Politburo’s Conclusion on strengthening intellectual property work to support socio-economic development in the new context (Conclusion No. 51 dated June 17, 2026).

The conclusion said that at its meeting on May 22, after hearing the Ministry of Science and Technology’s Party Committee present the proposal on strengthening intellectual property work to support socio-economic development in the new context, along with opinions from relevant agencies, the Politburo agreed in principle to adopt the proposal’s core contents.

The conclusion highlighted the issue as highly important to the country’s development in the new stage and as a core factor for strategic autonomy and international trade competitiveness, contributing to national security and enhancing the country’s standing.

It said the proposal should continue to be refined with strategic vision, innovative thinking and strong action to help bring fundamental changes to intellectual property work in the years ahead.

To ensure intellectual property work effectively supports socio-economic development in the new context, the conclusion outlined several key tasks.

The conclusion emphasised a unified understanding of the strategic role of intellectual property and deeper recognition that intellectual property rights are an important national resource.

The creation, exploitation and protection of intellectual property rights should serve to strengthen competitiveness, create momentum for sustainable growth and safeguard the country’s future development.

The conclusion underscored the shift from an administrative management mindset on intellectual property to building an intellectual property ecosystem.

It laid stress on building a culture of respect for creativity and intellectual property rights across society, while firmly condemning and taking strict action against acts that infringe intellectual property rights, including the use of pirated software, unauthorised copying, academic plagiarism, and violations involving copyright, patents and industrial designs.

It underscored the development of a modern and synchronised intellectual property framework capable of adapting effectively to the digital economy.

It urged a prompt review and revision of intellectual property laws in line with advanced international standards to meet the needs of new economic models and address emerging issues related to artificial intelligence, big data, digital assets, biotechnology, semiconductors, digital platforms and cyberspace.

It also stressed improving the effectiveness of intellectual property rights protection mechanisms in the digital environment, particularly as rapid advances in artificial intelligence pose increasingly difficult-to-control risks, while strengthening sanctions against violations and studying the establishment of specialised intellectual property adjudication mechanisms.

The conclusion also emphasised developing the intellectual property rights market and promoting the commercialisation of research results, ensuring their effective use and broader application in production, business and social life.

It is essential to improve valuation mechanisms for intellectual property rights, build a modern technology market and expand the use of intellectual property rights as valuable assets for capital mobilisation, investment, capital contribution and business development.

Businesses with long-term strategies should be incentivized and supported to increase investment in research and technological development to strengthen intellectual property capacity for fast and sustainable growth.

The conclusion also endorsed the issuance of a national programme on intellectual property development.

The conclusion emphasised stronger enforcement and protection of intellectual property rights by ensuring adequate resources for protection and enforcement agencies and improving the capacity of specialised intellectual property courts.

It also urged stronger inter-agency coordination among police, customs, market surveillance forces, procuracies, courts and other relevant agencies to combat intellectual property rights violations, particularly in the digital environment, and to put an end to the unauthorised use of intellectual property rights.

At the same time, it underlined the importance of maintaining a balance between intellectual property rights protection and broader goals related to knowledge dissemination, science and technology development, and the common interests of society.

The conclusion also accentuated the necessity of safeguarding national security in technology, data and trade secrets in line with international practices and the need to protect national interests during international integration, while countering misleading views in the field of intellectual property.

It also emphasized deeper, broader and selective international integration in intellectual property to support an independent and self-reliant economy, while ensuring resources to fulfil commitments under international treaties and intellectual property obligations to which Vietnam is a party.

Regarding implementation, the National Assembly’s Party Committee will supervise the review and improvement of intellectual property laws while strengthening oversight activities in accordance with regulations.

The Government’s Party Committee will lead the development of an implementation plan for the conclusion, coordinate with the National Assembly’s Party Committee to fully institutionalise the policies outlined in the conclusion and allocate sufficient resources for implementation.

The Party Committee of the Vietnam Fatherland Front and central mass organisations will mobilise the public to realize the conclusion, while promoting oversight, social criticism and participation in the development of laws, mechanisms and policies related to intellectual property.

The Party Central Committee’s Commission for Information, Education and Mass Mobilisation will take charge of communication efforts related to implementation of the conclusion.

The Party Central Committee’s Commission for Policies and Strategies, in coordination with the Party Central Committee’s Office, will monitor, inspect and evaluate implementation results and report to the Politburo every six months for further direction.
