Vietnam debuts first national semiconductor chip prototyping centre

VOV.VN - Vietnam on June 26 launched its first National Semiconductor Chip Prototyping Support Centre, marking a major milestone in the country’s efforts to build a domestic semiconductor ecosystem and reduce reliance on overseas chip fabrication services.

The centre, established by the Ministry of Science and Technology (MoST), is the first national facility dedicated to supporting semiconductor chip prototyping in Vietnam. It is expected to help domestic companies, research institutes and universities shorten product development cycles, lower prototyping costs and accelerate the commercialisation of ‘Make in Vietnam’ chip designs.

Removing a key bottleneck

Despite rapid growth in Vietnam’s semiconductor industry, domestic chip manufacturing capability has remained one of the sector’s biggest challenges.

Vietnam is currently home to around 60 integrated circuit (IC) design companies, more than 7,000 semiconductor engineers and 166 universities and higher education institutions offering semiconductor-related training programmes. However, most locally designed chips still have to be sent overseas for tape-out -the process of manufacturing prototype chips.

As a result, each chip design typically costs between US$30,000 and US$200,000 to fabricate, while waiting times range from 12 to 24 months, significantly slowing research, product development and commercialization.

The new centre is projected to address this challenge directly. By providing Multi-Project Wafer (MPW) services, which allow multiple chip designs to share a single fabrication run, the centre will substantially reduce prototyping costs and shorten development timelines. According to preliminary figures, 12 organisations have already registered to prototype around 30,000 semiconductor chips through the facility.

Shared infrastructure for the semiconductor ecosystem

Established under the MoST’s Decision No. 4386 and operating under the MoST’s Authority of Information Technology Industry, the centre will provide shared infrastructure covering the entire semiconductor development process, from chip design and prototyping to packaging, testing and commercialisation.

In addition to providing electronic design automation (EDA) tools and design verification services, the centre will connect domestic developers with international semiconductor foundries, packaging and testing providers. It will also support post-fabrication product evaluation and facilitate access to government support programs and investment funds.

A dedicated Post-Silicon Laboratory for chip validation, testing and failure analysis is also planned.

The centre’s development roadmap has been divided into three phases. During 2026–2027, the Government will fully subsidise semiconductor chip prototyping costs for universities, research institutes and enterprises to encourage research and product development.

Between 2028 and 2030, the centre will continue providing partial financial support, as well as expanding laboratory infrastructure and specialised technical services.

Beyond 2030, the facility aims to master advanced semiconductor technologies and become one of Southeast Asia’s leading semiconductor chip prototyping support centres.

Expanding international partnerships

At the launch ceremony, the centre signed memoranda of understanding with 19 domestic and international partners, establishing a collaborative network linking technology companies, universities and research organisations.

Its international partners include major semiconductor companies such as Intel, Infineon, Amkor, Cadence and Synopsys, as well as leading foundries - TSMC and GlobalFoundries.

Domestic partners include Vietnam National University, Hanoi (VNU Hanoi), Vietnam National University Ho Chi Minh City (VNU HCMC), Hanoi University of Science and Technology, Viettel, FPT and VSAP Lab.

The centre also announced the establishment of a 21-member advisory board comprising semiconductor experts from leading corporations and research institutions in Vietnam and abroad. Nine exhibition booths showcasing semiconductor products, technologies and research achievements were also introduced at the launch event.

The launch of the National Semiconductor Chip Prototyping Support Centre is expected to lay an important foundation for Vietnam's long-term semiconductor strategy by strengthening research capacity, developing a highly skilled workforce and enabling the country to participate more deeply in the global semiconductor value chain.
