VOV.VN - Vietnamese Ambassador to Russia Dang Minh Khoi says the Politburo’s Resolution 23 not only provides a new political foundation for overseas Vietnamese affairs but also reflects a shift in strategic thinking, aimed at enabling overseas Vietnamese to make greater contributions to national development.
Resolution 23 on overseas Vietnamese affairs was issued at an appropriate time and carries particular significance as Vietnam enters a new stage of development, Ambassador Khoi told VOV on the sidelines of the recent 33rd Diplomatic Conference in Hanoi.
According to the ambassador, the resolution's most significant breakthrough lies in its shift in thinking.
Previously, overseas Vietnamese affairs focused mainly on mobilising and encouraging Vietnamese people abroad to maintain ties with their homeland. The resolution now places greater emphasis on creating conditions for overseas Vietnamese to become an integral part of the Vietnamese community and to participate more actively in national construction, development and defence.
Ambassador Khoi described this as a strategic step forward that is in line with Vietnam's development requirements in the new period.
Immediately after the resolution was issued, the Vietnamese Embassy in Russia held discussions with the leadership of the Association of Vietnamese People in Russia. According to the ambassador, the Vietnamese community in Russia welcomed the resolution with excitement, optimism and high expectations.
In practice, many areas highlighted in Resolution 23, including preserving the Vietnamese language, supporting community associations, strengthening ties between overseas Vietnamese and their homeland, and creating conditions for Vietnamese people to integrate well into their host societies, have already been pursued by Vietnamese representative agencies for many years.
The resolution will provide a political foundation and unified direction for these activities to be carried out in a more coordinated and effective manner, the diplomat stressed.
According to Ambassador Khoi, what matters is not only disseminating the resolution's contents but also ensuring that overseas Vietnamese can feel the Party and State's attention through concrete policies and improvements in day-to-day community affairs.
The ambassador said there are currently around 80,000 Vietnamese people in Russia. The community is united, closely connected with the homeland, maintains regular ties with Vietnam and has made positive contributions to the friendship between Vietnam and Russia. Many Vietnamese people in Russia have established themselves in the country's socio-economic life and become important bridges between the two countries.
He expressed his confidence that Resolution 23 would create more opportunities for the Vietnamese community in Russia to contribute to national development while continuing to play its role as a bridge promoting friendship and cooperation between Vietnam and Russia.
He affirmed that the embassy would soon disseminate the spirit of the resolution to the community through appropriate channels and translate its provisions into specific activities to support overseas Vietnamese.
Speaking about new orientations for foreign affairs following the 14th National Party Congress, Ambassador Dang Minh Khoi held that the 33rd Diplomatic Conference is particularly important in communicating the Party’s new thinking and orientations on foreign affairs.
For the first time, foreign affairs have been identified as a key and regular task, on an equal footing with national defence and security. This requires Vietnamese representative agencies abroad not only to help maintain a peaceful environment and safeguard national interests but also to directly serve the country's development goals in the new period.
Regarding Russia, the ambassador affirmed that cooperation with Russia continues to hold strategic significance in areas including energy, oil and gas, science and technology, and the training of high-quality human resources.
According to the diplomat, the two countries' efforts to advance major cooperation projects, including in the field of nuclear power, together with expanded cooperation in science and technology and energy, will be key priorities of Vietnam's economic diplomacy with Russia in the coming period.
